◆ 16일 건축안전 패키지법 발의
문진석 의원(더불어민주당, 천안갑)은 16일 「건축법 일부개정법률안」과 「건축물관리법 일부개정법률안」을 발의했다. 건축물의 화재 예방과 안전 관리 강화를 위한 법안이다.
문 의원은 국회 국토교통위원회 소속이다.
◆ 7월 광명시 필로티 화재, 6명 사망
7월 광명시에서 필로티 구조 화재가 발생했다. 6명이 사망하고 59명이 부상했다.
국토부는 '9.3 필로티 공동주택 화재안전 개선방안'을 발표했다. 소방설비 및 자재를 설치 지원하는 사업 추진이 골자다.
◆ 건축물관리법, 100만 원 이내 안전장치 지원
「건축물관리법 일부개정법률안」은 화재안전성능보강 사업에 필요한 기술, 정보제공을 가능하도록 했다.
국가 및 지방자치단체가 화재 취약 건물에 100만 원 이내 범위에서 안전장치 설치를 지원한다. 자동확산 소화기, 아크차단기 등을 설치한다.
「건축법 일부개정법률안」은 건축자재 품질관리서를 디지털화하는 내용을 담았다. 서면으로만 관리되던 것을 개선했다.
국토부가 통합정보관리체계를 운영한다. 건축자재 품질의 투명성을 확보하고, 불량 자재 유통 및 화재위험 요인을 사전에 차단한다.
◆ "안심할 수 있는 주거환경 만들겠다"
문진석 의원은 "최근 반복되는 건축물 화재 사고의 근본 원인은 자재 부실관리와 지원제도의 미흡함에 있다"고 말했다.
문 의원은 "이번 패키지법안을 통해 건축물의 설계·시공·관리 전 과정에서 안전성을 확보하고 제도적 기반을 강화하여 국민이 안심할 수 있는 주거환경을 만들겠다"고 덧붙였다.

The Ministry of Land, Infrastructure and Transport operates an integrated information management system. It secures transparency in building material quality and blocks the distribution of defective materials and fire risk factors in advance.

Rep. Moon Jin-seok said, "The root cause of recent repeated building fire accidents lies in poor material management and insufficient support systems."
Rep. Moon added, "Through this package bill, we will secure safety throughout the entire process of building design, construction, and management, strengthen the institutional foundation, and create a residential environment that people can trust."
