경찰이 보이스피싱 근절을 위한 범정부 통합 대응체계를 가동한다.

'전기통신금융사기 통합대응단'이 15일 서울 종로구 KT 광화문빌딩에서 개소식을 열었다. 윤호중 행정안전부 장관, 윤창렬 국무조정실장, 유재성 경찰청장 직무대행과 통신·금융권 관계자들이 참석했다.

통합대응단은 이재명 대통령 지시에 따라 국무총리실이 수립한 '보이스피싱 근절 종합대책'의 후속 조치다. 금융위원회, 과학기술정보통신부, 방송미디어통신위원회, 금융감독원, 금융보안원, 한국인터넷진흥원(KISA) 등 유관 기관 인력이 파견돼 상시 협업한다.

조직은 정책협력팀, 신고대응센터, 분석수사팀으로 구성된다. 신고대응센터는 연중무휴 24시간 운영되며, 112 등을 통해 접수된 신고에 대해 계좌 지급정지, 소액결제 차단, 악성 앱 삭제 등 피해 예방 조치를 통합 처리한다.

분석수사팀은 신고 데이터를 분석해 전화번호 이용 중지 등 추가 피해를 막고, 전국 시도경찰청 전담수사대와 정보 공유를 통해 범인 검거와 범죄수단 차단을 진행한다.

경찰은 캄보디아 한인 대상 범죄와 관련해 허위 정보 제작·유포, 자극적 콘텐츠 유포 행위를 단속하고 있다. 신설된 2차 가해 전담팀은 감금·납치 피해자와 사망자 관련 모욕 글을 추적 관찰 중이다.

정부는 동남아 지역 범죄 조직 활동에 대응하기 위해 보이스피싱·투자리딩방 등 신종 사기에 대한 국제 공조를 강화할 방침이다.

개소식에서는 국무조정실·경찰청·과학기술정보통신부·금융위원회·방통미디어통신위원회·금융감독원·금융보안원·KISA·전국은행연합회·삼성전자·KT·SK텔레콤·LG유플러스·한국알뜰통신사업자협회·디지털자산거래소공동협의체 등 15개 기관이 '보이스피싱 근절 협업 강화 업무협약(MOU)'을 체결했다.

유재성 경찰청장 직무대행은 "보이스피싱은 단순 범죄가 아니라 국가적 위협으로 빠르게 진화하고 있다"며 "통합대응단을 중심으로 실질적인 피해 감소 효과를 내겠다"고 말했다.

윤호중 행안부 장관은 "통합대응단 출범이 대응 체계의 전환점이 되길 기대한다"고 밝혔다. 윤창렬 국무조정실장은 "통합대응단이 현장에서 안정적으로 작동하도록 꼼꼼히 챙기겠다"고 했다.

The integrated response unit is a follow-up measure to the 'Comprehensive Measures to Eradicate Voice Phishing' established by the Prime Minister's Office following President Lee Jae-myung's directive. Personnel from related agencies including the Financial Services Commission, Ministry of Science and ICT, Korea Communications Commission, Financial Supervisory Service, Financial Security Institute, and Korea Internet & Security Agency (KISA) are dispatched for regular collaboration.

The organization consists of a policy cooperation team, report response center, and analysis investigation team. The report response center operates 24 hours a year-round and handles integrated prevention measures such as account payment suspension, small payment blocking, and malicious app deletion for reports received through 112.

The analysis investigation team analyzes report data to prevent additional damage such as phone number suspension and proceeds with criminal arrests and crime means blocking through information sharing with dedicated investigation teams at provincial police agencies nationwide.

Police are cracking down on acts of producing and distributing false information and spreading provocative content related to crimes targeting Koreans in Cambodia. The newly established secondary harm task force is tracking and monitoring insulting posts related to confinement, kidnapping victims, and deaths.

The government plans to strengthen international cooperation on new types of fraud such as voice phishing and investment leading rooms to respond to criminal organization activities in Southeast Asia.

At the opening ceremony, 15 agencies including the Office for Government Policy Coordination, Korean National Police Agency, Ministry of Science and ICT, Financial Services Commission, Korea Communications Commission, Financial Supervisory Service, Financial Security Institute, KISA, Korea Federation of Banks, Samsung Electronics, KT, SK Telecom, LG Uplus, Korea Association of Smart Telecommunications, and Digital Asset Exchange Joint Council signed an 'MOU to Strengthen Collaboration for Voice Phishing Eradication.'

Acting Commissioner General Yoo Jae-sung said, "Voice phishing is not a simple crime but is rapidly evolving into a national threat," adding, "We will produce substantial damage reduction effects centered on the integrated response unit."

Minister of the Interior and Safety Yoon Ho-jung stated, "I expect the launch of the integrated response unit to be a turning point in the response system." Office for Government Policy Coordination Minister Yoon Chang-yeol said, "I will carefully ensure that the integrated response unit operates stably in the field."
