충북 단양군은 '2025년 단양군 규제개혁 공모전'의 우수과제를 선정하고 시상식을 개최했다고 지난 13일 밝혔다.

총 14건 제안 접수

이번 공모전은 행정 전반의 불합리한 규제를 개선하고 군민 생활의 불편을 해소하기 위해 추진된 것으로, 총 14건의 제안 중 9건이 최종 심사대상으로 올라 규제개혁 위원회의 공정한 평가를 거쳐 수상작이 결정됐다.

최우수상 '신청서식 개선'

올해 최우수상은 민원과 김용찬 주무관의 '지적재조사 조정금 분할납부 신청서식 개선'이 차지했다.

이 제안은 지적재조사 사업으로 토지 면적이 늘어날 경우 조정금을 분할납부할 때, 기존에 '분할납부 사유서'와 '증빙서류'를 반드시 제출해야 했던 절차를 간소화해 신청서만으로 분할납부가 가능하도록 개선하는 방안을 담고 있다.

이 제도가 실제로 반영될 경우, 민원인은 불필요한 서류 제출 부담을 덜고 행정처리 시간을 단축할 수 있어 실질적인 편익 향상이 기대된다.

우수상 2건, 장려상 4건 선정

우수상에는 '지적재조사 조정금 납부기준 완화'와 '식품접객업 신규 영업자 위생교육 온라인 수강제도 개선' 등 2건이 선정되었으며, 장려상에는 군민들이 느끼는 불편한 규제를 개선할 수 있는 아이디어 4건이 이름을 올렸다.

"열린 규제혁신 문화 확산"

안병숙 기획예산담당관은 "군민의 불편을 줄이고 지역 발전의 걸림돌이 되는 불필요한 규제는 과감히 개선해 나가겠다"며 "앞으로도 주민이 직접 참여하는 열린 규제혁신 문화를 지속 확산시켜 나가겠다"고 말했다.

Danyang County, North Chungcheong Province announced on the 13th that it selected excellent tasks from the '2025 Danyang County Regulatory Reform Contest' and held an awards ceremony.

This contest was promoted to improve unreasonable regulations throughout administration and resolve inconveniences in residents' lives, and out of a total of 14 proposals, 9 were selected as final evaluation targets, and winners were determined through fair evaluation by the Regulatory Reform Committee.

Grand Prize 'Application Form Improvement'

This year's grand prize went to 'Improvement of Cadastral Resurvey Adjustment Payment Installment Application Form' by Kim Yong-chan, Principal Officer of the Civil Affairs Division.

This proposal contains a plan to simplify the existing procedure that required mandatory submission of 'installment payment reason statement' and 'supporting documents' when paying adjustment fees in installments when land area increases due to cadastral resurvey projects, improving it so that installment payment is possible with only an application form.

If this system is actually reflected, civil petitioners can reduce the burden of submitting unnecessary documents and shorten administrative processing time, expecting substantial improvement in convenience.

2 Excellence Awards, 4 Encouragement Awards Selected

Excellence awards were given to 2 items including 'Relaxation of Cadastral Resurvey Adjustment Payment Standards' and 'Improvement of Online Course System for Hygiene Education for New Food Service Business Operators', and encouragement awards went to 4 ideas that can improve inconvenient regulations felt by residents.

"Spread Open Regulatory Innovation Culture"

Ahn Byeong-sook, Planning and Budget Officer, said, "We will boldly improve unnecessary regulations that reduce residents' inconvenience and become obstacles to regional development," adding, "We will continue to spread an open regulatory innovation culture in which residents directly participate."
