◆ 정부 26일 노동신문 일반자료 재분류 결정
정부는 26일 특수자료 감독부처 협의체를 개최하고 북한 노동당 기관지인 노동신문을 '특수자료'에서 '일반자료'로 재분류하기로 결정했다. 협의체에는 국가정보원과 통일부 그리고 문화체육관광부와 교육부와 과학기술정보통신부·방송미디어통신위원회 등이 참석했다. 정부는 다음주 초 감독기관 및 취급기관 대상 공문 조치 등 행정절차를 진행할 예정이다.
◆ 기존 특수 장소 열람에서 일반 간행물 수준으로 전환
현재 노동신문은 통일부 북한자료센터 등 특수 장소에서 열람자의 신분·목적 기재 등 절차를 거쳐야 볼 수 있다. 북한 자료는 국가보안법 7조(찬양·고무죄)에 따라 국정원이 1970년에 마련한 '특수자료 취급지침'에 따라 관리되고 있다. 일반자료로 재분류되면 일반 간행물처럼 열람할 수 있게 된다. 다만 이번 조치는 종이 신문에 한정되고 노동신문 웹사이트 접속은 차단이 유지된다. 정부는 노동신문을 비롯한 60여개 북한 웹사이트를 정보통신망법에 근거해 차단하고 있다.
◆ 이재명 대통령 19일 북한 자료 열람 차단 문제 제기
이재명 대통령은 19일 통일부 업무보고에서 "북한 노동신문을 국민이 못 보게 만드는 이유는 선전에 넘어가서 빨갱이 될까 봐인 것 같은데 그럴 가능성이 있느냐"고 말했다. 이 대통령은 "언론은 보게 하고 국민은 못 보게 하는 것은 국민을 뭐로 취급하는 거 아닌가"라고 지적했다. 장윤정 통일부 부대변인은 이날 정례브리핑에서 "북한 자료를 국민들에게 좀 더 개방하는 방식을 검토하고 있다"고 밝혔다. 국정원은 북한 사이트 접속에 대해 최근 국회 제출 답변에서 "전향적으로 검토해 나갈 예정"이라고 밝혔다.

◆ Government Decides to Reclassify Rodong Sinmun as General Material on 26th
The government held a Special Materials Supervisory Ministries Council on the 26th and decided to reclassify Rodong Sinmun the organ of the North Korean Workers' Party from 'special material' to 'general material.' The National Intelligence Service and Ministry of Unification and Ministry of Culture Sports and Tourism and Ministry of Education and Ministry of Science and ICT and Korea Communications Standards Commission participated in the council. The government plans to proceed with administrative procedures including official letters to supervisory and handling agencies early next week.
◆ Changes from Special Location Viewing to General Publication Level
Currently Rodong Sinmun can only be viewed at special locations such as the Ministry of Unification North Korea Data Center after procedures including recording the viewer's identity and purpose. North Korean materials are managed according to the 'Special Materials Handling Guidelines' established by the NIS in 1970 under Article 7 (Praise and Encouragement) of the National Security Act. Once reclassified as general material it can be viewed like general publications. However this measure is limited to print newspapers and access to the Rodong Sinmun website remains blocked. The government blocks about 60 North Korean websites including Rodong Sinmun based on the Information and Communications Network Act.
◆ President Lee Jae-myung Raised Issue of Blocking Access to North Korean Materials on 19th
President Lee Jae-myung said at the Ministry of Unification work report on the 19th "The reason for preventing citizens from seeing North Korean Rodong Sinmun seems to be fear they might become communists after falling for propaganda but is there such a possibility." President Lee pointed out "Letting the press see it but not the public is treating the public as what." Deputy Spokesperson Jang Yun-jeong of the Ministry of Unification said at the regular briefing that day "We are reviewing ways to further open North Korean materials to the public." The NIS stated in a recent response submitted to the National Assembly regarding access to North Korean websites that it "plans to review this progressively."
