◆ 교육자치 기본원리 강조
충남교육청(교육감 김지철)과 대전교육청(교육감 설동호)은 더불어민주당이 추진하는 대전·충남 행정통합 논의에서 교육자치를 반드시 반영해야 한다고 밝혔다. 두 교육청은 성명을 통해 교육의 자주성과 전문성, 정치적 중립성을 통합 과정 전반에 보장할 것을 요구했다. 교육은 행정 효율성이나 경제적 논리로 판단할 사안이 아니며, 지역의 미래를 좌우하는 핵심 공공영역이라고 강조했다.
◆ 교육계 공식 참여 구조 마련 촉구
현재 국회에 발의된 통합특별법은 교육계와의 충분한 협의 없이 진행됐다고 지적했다. 두 교육청은 더불어민주당 주도의 특별위원회 논의에서 교육청을 포함한 교육 주체들이 공식적이고 실질적으로 참여하는 구조가 반드시 마련돼야 한다고 촉구했다. 기존 특별법안의 교육감 선출 방식 변경과 지방자치단체의 교육 분야 감사권 강화 조항은 교육자치 기본 원칙에 맞게 전면 재검토되고 정비돼야 한다고 밝혔다.
◆ "학생 학습권 보호가 최우선"
두 교육청은 "교육은 단기적 성과나 행정 논리로 판단할 수 없는 국가의 백년대계"라며 향후 정책적 역할을 적극 수행하겠다고 밝혔다. 국가 균형발전과 행정통합 논의 속에서도 학생의 학습권 보호와 교육의 공공성을 최우선에 두겠다는 의지를 나타냈다. 특별위원회 활동과 특별법 제정 과정 전반에 교육의 특수성과 자치 원칙을 훼손하지 않도록 의견을 개진할 계획이다.

◆ Emphasis on Educational Autonomy Principles
Chungcheongnam-do Office of Education (Superintendent Kim Ji-chul) and Daejeon Office of Education (Superintendent Seol Dong-ho) stated that educational autonomy must be reflected in the administrative merger discussions being pursued by the Democratic Party. The two education offices issued a statement demanding that the independence, professionalism, and political neutrality of education be guaranteed throughout the merger process. Education is not a matter to be judged by administrative efficiency or economic logic, but a core public sector that determines the future of the region.
◆ Call for Official Participation Structure of Education Sector
The current special merger bill initiated in the National Assembly proceeded without sufficient consultation with the education sector. The two education offices urged that a structure for official and substantive participation of education entities, including the education offices, must be established in discussions of the Democratic Party-led special committee. The provisions in the existing special bill regarding changes to the superintendent election method and strengthened audit authority of local governments in education must be comprehensively reviewed and adjusted in accordance with basic principles of educational autonomy.
◆ "Student Learning Rights Must Come First"
The two education offices stated, "Education is a century-old national project that cannot be judged by short-term performance or administrative logic." They expressed determination to prioritize student learning rights and educational public value within the framework of national balanced development and administrative merger. They plan to actively voice opinions throughout special committee activities and special legislation processes to prevent damage to the unique characteristics of education and principles of autonomy.
