◆ 적색 신호에도 우회전 관행 여전

충북도가 지난해 보행자 안전 강화 목적으로 우회전 전용 신호등을 도입했으나 운전자 인식 부족과 단속 공백으로 제 기능을 못 하고 있다.

26일 시사종합뉴스 취재 결과 청주시 봉명 사거리에서 우회전 신호가 적색임에도 뒤차가 경적을 울리며 앞차를 재촉하는 장면이 빈번했다. 일부 차량은 신호가 바뀌지 않은 상태에서 그대로 우회전했다.

청주시 가경동 거주 시민 A씨는 "우회전 신호를 기다리고 있었는데 뒤차가 위협적으로 클락션을 울리며 왜 가지 않느냐고 소리를 질렀다"며 "순간적으로 위협을 느꼈다"고 말했다.

◆ 4곳 모두 단속 카메라 미설치

우회전 전용 신호등이 설치된 교차로에서 적색 신호 시 우회전하면 신호위반이다. 위반 시 범칙금은 이륜차 4만원, 승용차 6만원, 승합차 7만원이다.

현재 충북도 내 우회전 전용 신호등 설치 지점은 청주시 3곳, 옥천군 1곳 등 총 4곳이다. 4곳 모두 신호 위반 단속 카메라가 없다.

충북경찰청 관계자는 "순찰 중 위반 확인 시에만 단속하고 있다"며 "상시 대기 단속은 인력과 장비 한계로 어렵다"고 밝혔다.

◆ 전문가 "신고 시스템·홍보 강화 필요"

도내 교통 전문가는 "국민신문고, 국민제보 등 신고 시스템을 활용하면 뒤차가 내 위반을 보고 있다는 인식이 생겨 교통법규 준수에 도움이 된다"고 말했다.

이어 "우회전 신호등 설치 교차로 주변에 현수막 등을 설치해 우회전 신호 준수를 홍보하면 운전자 인식 개선에 효과가 있을 것"이라고 덧붙였다.

Citizen A, a resident of Gagyeong-dong in Cheongju, said, "I was waiting for the right-turn signal when the car behind me honked threateningly and shouted asking why I wasn't going. I felt threatened for a moment."

◆ No Enforcement Cameras at All 4 Locations

Making a right turn on a red signal at intersections with dedicated right-turn signals constitutes a traffic violation. Fines are 40,000 won for motorcycles, 60,000 won for passenger cars, and 70,000 won for vans.

Currently, Chungbuk Province has dedicated right-turn signal lights at 4 locations: 3 in Cheongju and 1 in Okcheon County. None of the 4 locations have signal violation enforcement cameras.

A Chungbuk Provincial Police Agency official said, "We only enforce violations when confirmed during patrols. Constant enforcement is difficult due to manpower and equipment limitations."

◆ Expert Says "Utilize Reporting Systems and Strengthen Public Awareness"

A traffic expert in the province said, "If people utilize reporting systems such as the National Petition Portal and citizen tip lines, drivers will become aware that the car behind them is watching their violations, which will help with traffic law compliance."

The expert added, "Installing banners near intersections with right-turn signals to promote compliance would be effective in improving driver awareness."
