◆ 청양군 중앙정부와 협약 체결
청양군이 24일 '정산 동화(洞和) 활력타운 조성사업' 추진을 위해 중앙부처와 지역발전투자협약을 체결했다. 김돈곤 청양군수는 국토교통부 행정안전부 보건복지부 중소벤처기업부 충청남도와 협력 체계를 구축했다.
지역발전투자협약은 지방자치단체가 중장기 발전계획을 수립하면 중앙정부가 행정 재정 지원을 패키지 형태로 제공하는 협력 제도다. 지역 주도 전략사업 중심으로 부처 간 연계를 강화하고 의사결정 구조를 일원화한다.
◆ 2025년 5월 선정 후 본격 추진
정산 동화 활력타운 조성사업은 2025년 5월 국토교통부 지역활력타운 통합공모에서 선정됐다. 청양군은 사전 행정절차를 이행했으며 이번 협약으로 사업 추진 기반을 공식화했다. 2026년 착수해 2028년 12월 준공을 목표로 한다.
사업 대상지는 정산면 서정리 일원이다. 정산면 목면 청남면 장평면 등 산동권 4개 면을 연계한다. 주거 일자리 돌봄 의료 교육 문화 기능을 결합한 정주형 농촌 모델을 구축한다. '동화(洞和)'는 '마을의 조화'를 뜻하며 이주민과 원주민이 함께하는 농촌공동체를 지향한다.
◆ 시설 구성과 특화사업
활력타운에는 가족체류형 주거단지 다목적복지관 청년 귀농귀촌 창업 지원 공간 소상공인 활력 프로그램 노인맞춤돌봄 서비스가 단계적으로 조성된다. 유소년 탁구 육성과 농촌 유학 프로그램을 특화사업으로 추진한다. 통합돌봄 선도 지자체 경험을 바탕으로 의료 돌봄 사각지대 없는 생활 복지 서비스를 제공한다.
김돈곤 군수는 "정산 동화 활력타운은 지방소멸 위기를 돌파할 청양의 핵심 전략사업"이라며 "산동 4개 면의 복합생활거점으로 조성하겠다"고 밝혔다.

◆ Cheongyang County Signs Agreement with Central Government
Cheongyang County signed a regional development investment agreement with central government ministries on the 24th to promote the 'Jeongsan Donghwa Vitality Town Development Project.' Governor Kim Don-gon established a cooperative system with the Ministry of Land Infrastructure and Transport, Ministry of the Interior and Safety, Ministry of Health and Welfare, Ministry of SMEs and Startups, and Chungcheongnam-do Province.
The regional development investment agreement is a cooperative system where the central government provides administrative and financial support in package form when local governments establish mid-to-long-term development plans. It strengthens inter-ministerial coordination centered on region-led strategic projects and unifies the decision-making structure.
◆ Full-Scale Promotion After Selection in May 2025
The Jeongsan Donghwa Vitality Town Development Project was selected in the Ministry of Land Infrastructure and Transport's Regional Vitality Town Integrated Public Offering in May 2025. Cheongyang County completed preliminary administrative procedures and formalized the project implementation foundation through this agreement. The project targets groundbreaking in 2026 and completion in December 2028.
The project site is located in Seojeong-ri, Jeongsan-myeon area. It connects four myeons in the Sandong area including Jeongsan-myeon, Mok-myeon, Cheongnam-myeon, and Jangpyeong-myeon. The project builds a settlement-type rural model combining residential, employment, care, medical, educational, and cultural functions. 'Donghwa (洞和)' means 'harmony of villages' and aims for a rural community where migrants and original residents live together.
◆ Facility Composition and Specialized Projects
The Vitality Town will gradually establish family-stay residential complexes, multi-purpose welfare centers, youth and return-to-farming startup support spaces, small business vitality programs, and customized elderly care services. Youth table tennis development and rural study programs will be promoted as specialized projects. Based on experience as a leading integrated care local government, the county will provide living welfare services without medical and care blind spots.
Governor Kim Don-gon stated, "Jeongsan Donghwa Vitality Town is Cheongyang's core strategic project to overcome the local extinction crisis" and added, "We will develop it as a complex living hub for four myeons in the Sandong area."
