충북 괴산군이 26일 2025년 전략작물직불금 17억6900여만 원을 지급 완료했다. 이는 충북 도내 최대 규모다. 괴산군은 총 1110개 농가 약 996㏊에 직불금을 지급했다. 해당 면적은 충북 전체 전략작물직불 대상 면적의 약 3분의 1에 해당한다.
전략작물직불제는 쌀 과잉 생산 문제를 완화하고 논에서 두류·가루쌀·조사료 등 전략작물 재배를 유도해 식량자급 기반을 강화하는 제도다.
◆ 하계 두류 675㏊ 최다…논 활용 구조 전환
작물별 재배 면적을 보면 하계 두류가 675㏊로 전체의 3분의 2를 차지했다. 동계조사료 137㏊, 옥수수 81㏊, 하계조사료 33㏊, 깨 16㏊, 밀 3㏊가 뒤를 이었다.
올해는 지급 기준도 개선됐다. 하계조사료는 지급 대상 농지 요건을 삭제하고 단가를 ㎡당 420원에서 500원으로 인상했다. 하계작물 지급 대상에 깨를 새롭게 포함했다. 밀 단가는 ㎡당 50원에서 100원으로 두 배 인상했다. 하계 두류·가루쌀은 ㎡당 200원, 옥수수·깨는 ㎡당 100원을 지급한다. 동계에 밀이나 조사료 재배 후 하계에 두류나 가루쌀을 이모작하면 ㎡당 100원의 추가 인센티브를 지급한다.
◆ 동계·하계·인센티브 합산 17억6955만 원
세부 지급 내역을 보면 동계작물은 181개 농가에 9705만 원을 지급했다. 하계작물은 929개 농가에 16억1260만 원을 지급했다. 인센티브 5990만 원을 더해 총 17억6955만 원이 농가에 전달됐다.
송인헌 괴산군수는 "전략작물직불금은 단순한 보조금이 아니라 논 농업의 구조를 바꾸는 정책"이라며 "식량안보에 이바지하는 농업인의 노력이 소득으로 연결될 수 있도록 노력하겠다"고 말했다.
