◆ 통합돌봄체계 본격 가동

충주시가 초고령사회에 대비해 의료·요양 통합돌봄체계를 본격 추진한다. 충주시는 2025년 7월 14일 보건복지부 지역사회 통합돌봄 시범사업 지자체로 선정됐다. 이후 어르신과 장애인이 병원이나 시설이 아닌 살던 집에서 의료와 돌봄 서비스를 받을 수 있는 체계 마련에 힘써 왔다.

2025년 12월 기준 충주시 65세 이상 고령 인구는 약 5만 3천 명이다. 전체 인구의 약 24%를 차지한다. 일상생활 지원과 의료 돌봄 수요도 함께 증가하고 있다.

◆ 조례 제정·예산 확보 완료

충주시는 12월 18일 시의회에서 충주시 지역돌봄 통합지원에 관한 조례를 제정했다. 2026년도 본예산에 총 6억 1천만 원 사업비를 확보했다.

주요 지원 내용은 퇴원환자 지역사회 연계, 방문의료지원, 가사지원, 식사지원, 병원·관공서 동행, 주거환경 개선 등이다. 충주시는 국민건강보험공단과 협력해 대상자 판정을 진행한다. 통합판정과 통합지원회의를 거쳐 개인별 맞춤형 돌봄계획을 수립해 제공한다.

충주시는 올해 초부터 퇴원 후 회복이 필요한 어르신을 대상으로 효채움서비스를 한시 운영했다. 129명에게 가사지원, 식사지원, 병원 동행 서비스를 제공했다.

◆ 재택의료체계 구축 박차

충주시는 충주시의사회, 충주시한의사회 등과 협의해 재택의료체계 구축을 논의했다. 충주의료원을 포함한 3개 의료기관이 보건복지부 재택의료센터 공모에 신청했다.

의료·요양 등 지역돌봄의 통합지원에 관한 법률은 2026년 3월 27일부터 시행된다. 충주시는 법률 시행에 앞서 지역 여건에 맞는 통합돌봄 모델을 선제적으로 정착시킬 계획이다.

조길형 충주시장은 "의료·요양 통합돌봄은 초고령사회로 가는 길목에서 반드시 준비해야 할 정책"이라며 "어르신과 장애인이 지역 안에서 안심하고 생활할 수 있도록 의료·돌봄·주거가 이어지는 통합돌봄체계를 단계적으로 완성해 나가겠다"고 말했다.

◆ Integrated Care System in Full Operation

Chungju City is launching an integrated medical and nursing care system in preparation for a super-aged society. Chungju City was selected as a local government for the Ministry of Health and Welfare's community-based integrated care pilot project on July 14, 2025. Since then, the city has been working to establish a system that allows the elderly and disabled to receive medical and care services at home rather than in hospitals or facilities.

As of December 2025, the population aged 65 and over in Chungju City is approximately 53,000. This accounts for about 24% of the total population. Demand for daily life support and medical care is also increasing.

◆ Ordinance Enacted and Budget Secured

Chungju City enacted the Chungju City Ordinance on Integrated Support for Community Care at the city council on December 18. The city secured a total of 610 million won in project costs in the 2026 budget.

Major support includes community linkage for discharged patients, home medical support, housework support, meal support, hospital and government office accompaniment, and residential environment improvement. Chungju City conducts eligibility assessment in cooperation with the National Health Insurance Service. Individual customized care plans are established and provided through integrated assessment and integrated support meetings.

Chungju City temporarily operated the Hyochaeum Service for the elderly who need recovery after discharge from hospitals earlier this year. The city provided housework support, meal support, and hospital accompaniment services to 129 people.

◆ Accelerating Home Medical Care System Construction

Chungju City discussed the establishment of a home medical care system through consultations with the Chungju Medical Association and the Chungju Korean Medicine Association. Three medical institutions, including Chungju Medical Center, applied for the Ministry of Health and Welfare's Home Medical Center open call.

The Act on Integrated Support for Community Care including Medical and Nursing Care will take effect on March 27, 2026. Chungju City plans to preemptively establish an integrated care model suited to local conditions ahead of the law's implementation.

Chungju Mayor Cho Gil-hyeong said, "Integrated medical and nursing care is a policy that must be prepared on the way to a super-aged society," adding, "We will gradually complete an integrated care system that connects medical care, nursing care, and housing so that the elderly and disabled can live safely in the community."
