◆ 조건부 찬성 입장 밝혀

충청북도는 23일 도청 브리핑룸에서 기자간담회를 열고 대전·충남 행정통합에 대해 조건부 찬성 입장을 나타냈다. 충북은 통합이 수도권 일극체제 극복과 국가균형발전에 기여한다고 평가하면서도 "단기 선거 목적이 아닌 충분한 사회적 논의와 제도 검토를 바탕으로 신중하게 추진해야 한다"고 강조했다. 도는 또한 대전·충남 통합이 이미 출범한 충청광역연합의 틀 안에서 논의되어야 하며, 충청권 전체 공동 발전을 목표로 삼아야 한다고 주장했다.

충북이 제시한 해외 사례는 설득력을 더했다. 유럽연합(EU)은 프랑스와 독일이 국가 간 통합이 아닌 연합 체계를 유지하면서 각각 경쟁력을 강화하고 있고, 일본의 간사이광역연합은 오사카시와 오사카부 통합을 2015년과 2020년 두 차례 추진했으나 주민투표 부결로 무산됐다. 도는 이를 근거로 "광역연합을 기반으로 한 점진적·협력적 접근이 바람직하다"고 설명했다.

◆ 충북 전략···5극3특으로 성장엔진 역할 확대

충북은 통합 논의를 위기가 아닌 기회로 인식하고 적극 대응하기로 했다. 세종시와의 돔구장 공동 건립을 포함한 문화·체육 인프라 협력을 추진하고, 5극3특 기조를 도약의 계기로 삼아 바이오·반도체·이차전지 등 첨단전략산업과 공항·물류, CTX 등 광역교통 분야를 중심으로 충청권 성장엔진 역할을 확대할 계획이다. 도는 "향후 구체적인 법안과 제도 설계가 제시될 경우 충청광역연합을 중심으로 적극적인 협의와 대응을 이어가겠다"고 밝혔다.

Chungcheongbuk-do Province held a press conference in the briefing room of the provincial government on December 23 and expressed conditional support for the administrative integration of Daejeon and South Chungcheong Province. The province evaluated the integration as contributing to overcoming the capital region's monopoly and promoting national balanced development, while emphasizing that "integration must be pursued carefully based on sufficient social discussion and institutional review, not for short-term electoral purposes." In Japan's Kansai Regional Alliance, the integration of Osaka City and Osaka Prefecture was pursued twice in 2015 and 2020 but failed due to rejection in citizen referendums. Based on this, the province explained that "a gradual and cooperative approach based on megacity cooperation is desirable."

◆ Chungcheongbuk-do Strategy... Expanding Growth Engine Role With Five Centers-Three Specialties

Chungcheongbuk-do recognized the integration discussion as an opportunity rather than a crisis and decided to respond actively. The province plans to pursue cultural and sports infrastructure cooperation including joint construction of a dome stadium with Sejong City, and using the Five Centers-Three Specialties framework as a catalyst for development, will expand the growth engine role of the Chungcheong region centered on advanced strategic industries such as biotechnology, semiconductors, and secondary batteries, as well as airports, logistics, and CTX regional transportation. The province stated, "When specific legislation and institutional designs are presented in the future, we will continue active consultation and response centered on the Honam Megacity Cooperation."
