◆ 의원발의 조례 대폭 증가
충북도의회(의장 이양섭)는 2024년 7월 후반기 개원 이후 지난 15일 제430회 정례회 3차 본회의로 올해 의사일정을 마무리했다. 13회의 임시·정례회 189일 동안 도의회는 조례안 349건, 예산‧결산안 22건, 동의‧승인안 129건, 건의‧결의안 18건, 기타 55건 등 총 573건의 의안을 처리했다. 이는 11대 의회 같은 기간(2020년 7월~2021년 12월) 428건 대비 33.9% 증가한 수치다. 의원발의 조례안은 303건으로 11대 155건보다 95.5% 많았다. 유재목 의원이 대표 발의한 '충청북도 귀농어·귀촌 활성화 및 지원에 관한 조례 일부개정조례'는 지난 11월 행정안전부 2025년 지방의회 우수사례 경진대회 우수조례 분야 특별상을 수상했다.
◆ 행정사무감사 442건 지적
도의회는 지난 11월 4~17일 2025년도 충청북도 및 충청북도교육청에 대한 행정사무감사에서 시정·처리요구 164건, 건의 278건 등 442건을 지적했다. 예산 사용의 절차적 문제, 위탁사업 부실 관리, 학교 공사로 인한 학생 학습권 침해 등을 지적하고 재발 방지 대책 마련을 촉구했다. 청주의료원과 충주의료원 감사에서는 인력 관리 효율화와 서비스 품질 개선, 재정건전성 확보를 주문했다.
◆ 청주국제공항·간병비 등 지역현안 초당적 협력

충북도의회는 청주국제공항 활성화 지원 특별위원회를 구성해 민간전용 활주로 신설 건의안과 항공사고 안전 조치 촉구 건의안을 신속히 채택했다. 의원들은 대집행기관질문 10회, 5분 자유발언 139회(11대 84회 대비 65.5% 증가)를 통해 집행부 문제점을 지적했다. 도의회는 150회의 간담회와 토론회를 열어 재난안전, 간병, 돌봄, 공공의료, AI, 청년 정주여건, 노인·장애인 복지 등 다양한 현안을 논의했다. 국립소방병원 의료인력 확보, 간병비 국가 지원, 무인교통단속장비 과태료의 지방세 전환, 보재 이상설 선생 서훈 등급 상향 등에는 초당적으로 협력했다. 이양섭 의장은 "정치·경제적 위기 속에서도 73년 만에 독립 청사를 마련했다는 점에서 충북 의정사에 큰 획을 그었다"며 "내년은 제12대 의회를 마무리하는 해로 도민이 체감할 수 있는 조례와 정책으로 충북 전역에 회복과 성장의 온기를 불어넣겠다"고 밝혔다.

◆ Member-Initiated Ordinances Increase Significantly
The Chungbuk Provincial Assembly (Chair Lee Yang-seop) concluded its 2024 agenda on December 15 with the third plenary session of the 430th regular session. Over 189 days of 13 temporary and regular sessions, the assembly processed 573 proposals including 349 ordinances, 22 budget and financial statements, 129 consent and approval cases, 18 motions and resolutions, and 55 other matters. This figure represents a 33.9% increase compared to 428 proposals during the same period of the 11th assembly (July 2020-December 2021). Member-initiated ordinances totaled 303, a 95.5% increase from the 11th assembly's 155. Ordinance drafted by member Yu Jae-mok titled "Partial Amendment to the Chungcheongbuk-do Ordinance on Activation and Support for Return to Farming, Fishing, and Rural Areas" received the Special Award in the Excellent Ordinance Category at the 2025 Local Assembly Excellence Cases Competition held by the Ministry of Public Administration and Security in November.
◆ Administrative Audit Identifies 442 Issues
The assembly cited 442 issues—164 administrative directives and 278 recommendations—during its administrative audits of Chungcheongbuk-do and the Chungcheongbuk-do Office of Education conducted from November 4-17. The audit pointed out procedural problems in budget usage, poor management of outsourced projects, and infringement on students' learning rights due to school construction work, demanding measures to prevent recurrence. Audits of Cheongju Medical Center and Chungju Medical Center recommended improved personnel management efficiency, enhanced service quality, and financial soundness.
◆ Bipartisan Cooperation on Cheongju International Airport and Nursing Care Issues
The assembly established a Special Committee for Cheongju International Airport Revitalization, swiftly adopting recommendations for a private-use runway and measures to ensure aircraft safety. Members conducted 10 executive questioning sessions and 139 five-minute open addresses (65.5% increase from 84 in the 11th assembly), highlighting executive branch problems. The assembly held 150 forums and discussions covering diverse issues including disaster safety, nursing care, childcare, public healthcare, artificial intelligence, youth settlement conditions, and elderly and disabled welfare. The assembly cooperated across party lines on establishing state responsibility for medical personnel at the National Fire Service Hospital, national support for nursing care costs, converting unmanned traffic enforcement revenues to local taxes, and promoting Boje Lee Sang-seol's national honors ranking. Chair Lee Yang-seop stated, "Amid political and economic crisis, securing an independent building after 73 years marks a significant milestone in Chungbuk's legislative history. Next year, as the final year of the 12th assembly, we will refine ongoing regional tasks and livelihood issues into ordinances and policies that residents can feel, bringing warmth of recovery and growth throughout Chungbuk."
