◆ 충청내륙고속화도로 연말 완전 개통…2678억원 집중 투입 효과

김영환 충북지사가 18일 충북도청 브리핑룸에서 기자회견을 열고 충북 3대 핵심 교통인프라 사업 추진 현황을 발표했다. 충청내륙고속화도로는 청주증평음성충주제천 구간 57.8km를 연결하는 충북 종단 자동차전용도로다. 충북도는 총 사업비 1조305억원을 투입해 2017년 5월부터 4개 공구로 나눠 공사를 진행했다. 지난달 18일 음성군 소이면충주시 대소원면 10.7km 구간을 개통했다. 충주 대소원면중앙탑면 4.2km 구간은 이달 말 개통한다. 충주 금가면~제천 봉양읍 13.2km 구간은 기존 4차선 도로를 리모델링한다. 지난달 말 기준 3공구 공정률 87%, 4공구 공정률 93%를 기록했다. 김 지사는 "최근 2년간 2678억원을 집중 투입해 개통을 앞당겼다"며 "통행료 없는 고속도로로 북부권·중부권·청주권 교류 핵심 축이 될 것"이라고 말했다.

◆ 영동~진천 민자고속도로 정상화…내년 사업자 선정 전망

영동진천 민자고속도로는 영동군 용산면보은군~진천군 초평면 본선 69.3km와 청주시 오창읍 지선 6.37km를 연결하는 총연장 70.3km 규모다. 추정 사업비는 1조6166억원이다. 지난해 6월 한국개발연구원(KDI) 민자적격성 조사를 통과했으나 사업제안자 산재 등으로 중단됐다. 최근 전략환경영향평가와 주민공청회를 마무리하며 정상화 국면에 진입했다. 충북도는 내년 사업자 선정을 목표로 한다. 김 지사는 "경부고속도로를 직선화해 거리 24km, 시간 21분을 단축한다"며 "청주시내 톨게이트 설치로 수도권 접근성이 향상된다"고 설명했다. 충북도는 제3자 공고와 우선협상자 지정, 실시계획 승인을 거쳐 2028년 착공을 추진한다.

◆ 충청권광역급행철도 2028년 착공 목표…비수도권 최초

충청권광역급행철도(CTX)는 대전세종오송청주국제공항 64.4km 구간을 연결한다. 총 사업비 5조1135억원을 투입한다. 지난달 4일 민자적격성 조사를 통과했으며 현재 전략환경영향평가를 진행한다. 충북도는 제3자 공고, 우선협상자 지정, 실시협약을 거쳐 2028년 착공을 목표로 한다. 청주공항을 중심으로 천안오송청주공항 복선전철, 동탄진천청주공항오송역 중부권 GTX(JTX), 청주도심보은경북 김천 미싱링크 철도 계획도 구체화한다. 김 지사는 "3대 교통인프라 사업은 충북 미래 100년 발전을 좌우하는 핵심"이라며 "도정 현안 중에서도 세심하게 살펴가겠다"고 강조했다.

The 4.2km section from Daesowon-myeon to Jungangtap-myeon, Chungju will open at the end of this month. The Yeongdong-Jincheon Private Highway is a total length of 70.3km, connecting the 69.3km main line from Yongsan-myeon, Yeongdong-gun through Boeun-gun to Chopyeong-myeon, Jincheon-gun and the 6.37km branch line to Ochang-eup, Cheongju-si. The estimated project cost is 1.6166 trillion won. It passed the Korea Development Institute (KDI) private investment eligibility review in June last year but was suspended due to industrial accidents involving the project proponent. It recently entered a normalization phase after completing the strategic environmental impact assessment and public hearings. Chungbuk Province targets business operator selection next year. Plans for the Cheonan-Osong-Cheongju Airport double-track railway, Dongtan-Jincheon-Cheongju Airport-Osong Station Central Region GTX (JTX), and Cheongju downtown-Boeun-Gimcheon, Gyeongbuk missing link railway are also taking shape centered on Cheongju Airport. Governor Kim emphasized, "The three major transportation infrastructure projects are the key that will determine Chungbuk's next 100 years of development" and "I will carefully oversee these projects among provincial government issues."
