◆ 상임위 수정 의결 후 예결위서 전액 삭감
충주시가 추진한 '중학생 진로탐험활동 지원사업'이 예산결산위원회에서 전액 삭감됐다. 충주시의회 복지환경위원회(위원장 박상호)는 충주에 거주하는 전체 중학생에게 매월 10만원씩 지급하려던 집행부 상정안을 2·3학년에게만 지급하는 안으로 수정 의결했다. 이어 17일 열린 예산결산위원회(위원장 채희락)에서 전체 의원 9명 가운데 찬성 3명, 반대 3명, 기권 2명으로 전액 삭감됐다.
◆ 본회의 상정 위해 직권상정 또는 의원 동의 필요
18일 열리는 본회의에 이 안건을 올리려면 의장이 직권상정하거나 전체 의원 3분의 1 이상 동의를 받아야 한다. 조길형 충주시장과 같은 당인 국민의힘 의원들이 동의해 상정할 가능성이 있다. 그러나 국민의힘 일부 의원들이 이 안건에 반대 의사를 보인 것으로 알려져 본회의에 올라가더라도 통과 여부는 미지수다. 안건이 본회의에 회부되지 않을 경우 이 사업은 무산된다.
◆ 65억원 규모 사업 선심성 논란
충주시는 충주지역에 거주하는 전체 중학생 5,420명에게 매월 10만원씩 지급한다며 2026년 당초 예산으로 65억 1,400만원을 책정했다. 이 사업은 선심성 예산이라는 논란을 샀다.

The Chungju City Council Welfare and Environment Committee (Chairman Park Sang-ho) revised the administration's proposal to provide 100,000 won monthly to all middle school students residing in Chungju to only cover 2nd and 3rd graders. At the Budget and Accounts Committee (Chairman Chae Hee-rak) held on the 17th, the entire budget was cut with 3 in favor, 3 against, and 2 abstentions among 9 total council members.
◆ Direct Submission by Speaker or Council Member Consent Required for Plenary Session
To bring this agenda to the plenary session on the 18th, either the speaker must directly submit it or consent from more than one-third of all council members is required. There is a possibility that People Power Party council members, who belong to the same party as Chungju Mayor Cho Gil-hyung, may consent to submit it. However, some People Power Party council members reportedly expressed opposition to this agenda, making passage uncertain even if it reaches the plenary session. If the agenda is not referred to the plenary session, this project will be scrapped.
◆ 6.5 Billion Won Project Faces Populist Spending Controversy
Chungju City allocated 6.514 billion won in its initial 2026 budget to provide 100,000 won monthly to all 5,420 middle school students residing in the Chungju area. This project drew controversy as populist spending.
