◆ 아산시 500만원 vs 다른 시군 3~5억원
충남도의회 박정식 의원(아산3·국민의힘) 지난 9일 예산결산특별위원회 보건복지국 소관 2026년도 충청남도 본예산 심사에서 아산시 국비 배정의 심각한 형평성 문제를 강력 지적했다. 박 의원 의료·요양·돌봄 통합지원 사업 편성 과정에서 15개 시군 대부분 약 3억~5억원 국비를 배정받은 반면 아산시는 단 500만원을 배정받았다고 지적했다.
박 의원 "청양군은 4억5,400만원, 다른 시군들도 대부분 3억~5억원에 달하는데 아산시만 500만원인 것은 도저히 설명할 수 없는 불공정한 예산"이라고 비판했다. 또한 "인구 규모나 돌봄 서비스 수요를 고려할 때 아산시는 충분한 지원이 필요한 지역임에도 불구하고 이러한 예산 편성은 아산 시민을 외면한 것"이라고 강조했다.
◆ 도 차원의 형평성 조정 촉구
박 의원 보건복지국장에게 도비와 시군비 매칭을 통한 형평성 조정 필요성을 강력히 제기했다. 박 의원은 "도는 국비를 그대로 따르지 말고 15개 시군이 공평해질 수 있도록 적극 조정해야 한다"고 촉구했다. 또한 "이 사업은 도와 시군의 협력으로 충분히 재조정 가능한 사업"이라며 "도가 추가 예산을 확보하고 배정의 형평성을 반드시 회복해야 한다"고 강조했다.
박 의원은 "아산 시민이 다른 시군보다 적은 돌봄 서비스를 받는 상황은 절대 있어서는 안 된다"며 "예산 편성 과정에서 지역 간 차별이 발생하지 않도록 도가 책임 있는 조정 역할을 수행해야 한다"고 촉구했다.
◆ 도청 추가 국비 확보 적극 나선다
성만제 충남도 보건복지국 국장은 "이번처럼 시군별 직접 배분 방식으로 국비가 내려온 것은 매우 이례적"이라고 설명했다. 성 국장은 보건복지부도 지방재정 자립도 기준 20% 일괄 적용의 불합리성을 인지하고 있다고 밝혔다.
성 국장은 "각 시군에 약 3억원 규모의 가예산을 고려 중인 것으로 파악되는 만큼, 도에서도 추가 국비 확보에 적극 나서겠다"고 밝혔다. 또한 "내년 3월 27일 본사업 시행에 맞춰 아산시의 기본계획·시행계획 수립 과정에서 타 시군과의 재정 매칭이 불공정하게 이뤄지지 않도록 도가 적극 노력하겠다"고 덧붙였다.

◆ Provincial Government to Actively Secure Additional National Budget
Sung Man-je, Director of Chungcheongnam-do's Health and Welfare Department, explained, "National treasury being allocated through direct distribution to each city and county this way is highly unusual." Director Sung stated that the Ministry of Health and Welfare also recognizes the irrationality of uniformly applying the 20% local fiscal autonomy standard.
Director Sung stated, "Since approximately 300 million won in provisional budget for each city and county is being considered, the province will actively work to secure additional national budget." Director Sung added, "Ahead of the project's implementation on March 27 next year, the province will actively ensure that financial matching between Asan City and other cities and counties during the basic and implementation plan establishment process is conducted fairly."
