◆ 정책토론회 개최, 초광역 협력 방안 논의
충청북도의회 정책복지위원회는 11일 의회 대회의실에서 충북인재평생교육진흥원 충북지역대학혁신지원센터와 공동으로 '중부권 RISE 초광역 협력' 정책토론회를 개최했다. 이동우 의원(청주1)이 좌장을 맡았다. 지역혁신중심 대학지원체계(RISE) 시행 1년을 맞아 중부권 4개 지역(대전·세종·충북·충남)의 성과를 공유하고 초광역 협력의 실질적 방안을 모색하기 위한 자리였다.
◆ 권역별 전문가 발표, 구체적 성과 제시
유재수 충북대 RISE사업단장은 기업 맞춤형 트랙·기술사업화·창업혁신 우수성과를 발표했다. 이후승 충남대 RISE사업부단장은 DSC공유대학 구축 및 운영 성과를, 전의식 공주대 미래자동차선도대학원사업단장은 충남형 계약학과 우수사례를, 박남석 충북보건과학대 RISE사업단장은 전문대학과 지역사회 연계 지역성장과제를 발표했다. 교육부·충북도·4개 지역 RISE센터장 등 전문가 6명이 토론에 참여했다.
권흥순 대전 RISE센터장은 "대전의 R&D, 세종의 행정, 충북의 산업, 충남의 정주 역량을 결합한 통합 패키지가 필요하다"며 "충청광역연합 중심의 권역형 상설 거버넌스 구축이 필요하다"고 강조했다. 승융배 충남 RISE센터장은 "선 지역, 후 초광역 전략으로 각 지역센터가 자체 시범 모델을 운영한 후 통합 모델을 확대해야 한다"며 "센터의 프로젝트 매니지먼트 기능 강화와 별도 법인화가 필요하다"고 제안했다. 윤석무 세종 RISE센터장은 "세종 공동캠퍼스를 초광역 RISE의 실질적 플랫폼으로 활용해 교육·연구·산학협력의 전초기지로 운영하고 중부권 융복합 콤플렉스를 조성해야 한다"고 제언했다.
◆ 바텀업 방식 정책 설계, 지역현실 반영 강조
전영미 충청북도 미래인재육성과장은 "권역별 협력 공감대 부족, 중앙정부 주도의 탑다운 방식 한계, 지자체 간 예산 분담 협약의 어려움 등 현실적 제약이 있다"며 "시범지역 도입과 단계적 추진, 광역연합 중심의 추진기구 개편 등 지자체 현실을 존중하는 바텀업 방식의 정책 설계가 필요하다"고 강조했다. 반주현 충북 RISE센터장은 충북의 교육부 평가 최우수 등급 및 외국인 유학생 증가율 전국 1위 달성을 소개하며 "인재양성-연구개발-산업혁신-지역정주를 연결하는 통합적 지역혁신 전략이 작동하고 있다"고 설명했다.
이동우 의원은 "제시된 협력 거버넌스 구축, 바텀업 정책 설계, 지역센터 법인화, 세종 공동캠퍼스 활용 등은 충청북도의회와 집행부가 긴밀히 검토해 중부권 초광역 협력 정책에 최대한 반영하겠다"고 밝혔다.

The Policy and Welfare Committee of the Chungcheongbuk-do Provincial Assembly held the 'Mid-Chungcheong RISE Ultra-Wide Area Cooperation' policy forum jointly with the Chungcheongbuk Human Resource Development Institute Chungcheongbuk Regional University Innovation Support Center at the assembly's main conference room on the 11th. Lee Dong-woo (Rep. Cheongju 1) served as chairperson. The forum marked the first anniversary of the Regional Innovation-Centered University Support System (RISE) implementation and aimed to share outcomes from the four mid-central regions (Daejeon, Sejong, Chungbuk, and Chungnam) and explore practical methods for ultra-wide area cooperation.
◆ Regional Expert Presentations Present Concrete Results
Yoo Jae-soo, director of Chungbuk National University's RISE project unit, presented achievements in company-customized tracks, technology commercialization, and startup innovation. Lee Hu-seung, director of Chungnam National University's RISE business division, presented the DSC shared university construction and operation results. Jeon Ui-sik, director of Kongju National University's Future Automobile Leading Graduate School project, presented Chungnam-style contracted academic program best practices. Park Nam-seok, director of Chungbuk Health and Science University's RISE project unit, presented regional growth tasks linking community colleges with local communities. Six experts including the Education Ministry, Chungcheongbuk-do, and four regional RISE center directors participated in the discussion.
Kwon Heung-soon, director of the Daejeon RISE Center, emphasized "An integrated package combining Daejeon's R&D, Sejong's administration, Chungbuk's industry, and Chungnam's settlement capabilities is necessary," and stated "Construction of a regional-level standing governance centered on the Chungcheong Metropolitan Union is essential." Seung Yung-bae, director of the Chungnam RISE Center, proposed "Under a 'region-first, ultra-wide area-later' strategy, each regional center should operate its own pilot model before expanding the integrated model," and noted "Strengthening the center's project management function and separate incorporation are necessary." Yoon Seok-moo, director of the Sejong RISE Center, suggested "The Sejong joint campus should be utilized as a practical platform for ultra-wide area RISE, operated as a forward base for education, research, and industry-academia cooperation, and a mid-central convergence complex should be created."
◆ Bottom-Up Policy Design Emphasized, Reflecting Local Realities
Cheon Young-mi, director of the Chungcheongbuk Future Talent Development Division, emphasized "There are practical constraints including lack of consensus on regional cooperation, limitations of top-down methods led by the central government, and difficulties in inter-municipal budget-sharing agreements. Policy design in a bottom-up method that respects local government realities through pilot region introduction, phased implementation, and reorganization of execution bodies centered on metropolitan unions is necessary." Ban Ju-hyun, director of the Chungbuk RISE Center, introduced Chungbuk's achievement of the Education Ministry's highest evaluation grade and the nation's number one growth rate in international students, explaining "An integrated regional innovation strategy connecting talent cultivation-research and development-industrial innovation-regional settlement is in operation."
Lee Dong-woo stated "The proposed cooperation governance construction, bottom-up policy design, regional center incorporation, and Sejong joint campus utilization will be carefully reviewed by the Chungcheongbuk Provincial Assembly and the executive branch to be reflected as much as possible in mid-Chungcheong ultra-wide area cooperation policies."
