◆ 46년 만에 전면 개정

충북도는 1979년 제정된 충북도민헌장을 46년 만에 전면 개정했다고 12일 밝혔다. 개정 도민헌장은 충북도를 '대한민국 중심'으로 규정했다. 역사적·지리적 위상, 지역과 문화를 잇는 다리로서의 역할, 미래를 향한 도전과 창의적 가치 창출이라는 충북의 핵심 정신을 담았다.

◆ 5가지 실천 가치 제시

개정 도민헌장은 5가지 실천 가치를 새롭게 제시했다. 배움을 통한 사회 성장과 인간 존엄 옹호, 지역·세대·문화 간 화합, 상생과 연대를 위한 배려와 복지, 문화예술과 과학기술을 통한 미래 가치 창조, 지속 가능한 지구공동체 구현이다. 충북도는 개정 도민헌장을 도정 운영의 기본 방향으로 삼아 정책 전반에 반영한다. 교육활동과 도민 홍보를 통해 헌장의 의미를 널리 알릴 계획이다.

◆ 개정 추진 경과

충북도는 개정추진위원회를 구성해 개정 방향과 형식 등을 협의하고 집필진을 구성했다. 개정 초안 확정 후 설명회를 열어 도민 의견을 수렴한 뒤 지난 8월 개정안을 확정했다. 이방무 충북도 기획조정실장은 "이번 개정은 충북의 정신을 현재와 미래 가치를 담은 언어로 다시 정립하는 과정"이라며 "도민과 함께 헌장의 가치를 지속적으로 확대하겠다"고 말했다.

◆ Full Revision After 46 Years

Chungbuk Province announced on the 12th that it fully revised the Chungbuk Provincial Charter established in 1979 after 46 years. The revised provincial charter defined Chungbuk Province as the 'Center of Korea.' It contains the core spirit of Chungbuk: historical and geographical status, role as a bridge connecting regions and cultures, and challenge toward the future and creative value creation.

◆ 5 Practical Values Presented

The revised provincial charter newly presented 5 practical values. These are social growth through learning and advocacy of human dignity, harmony among regions, generations, and cultures, consideration and welfare for coexistence and solidarity, future value creation through culture, arts, science, and technology, and realization of a sustainable global community. Chungbuk Province will reflect the revised provincial charter as the basic direction of provincial administration in overall policies. It plans to widely promote the meaning of the charter through educational activities and public relations to residents.

◆ Revision Progress

Chungbuk Province formed a revision promotion committee to discuss the direction and format of revision and organized a writing team. After finalizing the draft revision, it held briefing sessions to collect residents' opinions and finalized the revision in August. Lee Bang-mu, Director of Planning and Coordination Office of Chungbuk Province, said, "This revision is a process of re-establishing the spirit of Chungbuk in language containing present and future values," adding, "We will continuously expand the value of the charter together with residents."
