충북 괴산군(군수 송인헌)이 2025년 기본형 공익직불금 157억 원을 8,724농가에 지급했다고 11일 밝혔다.
◆ 공익직불금 지급 현황
군은 소농직불금과 면적직불금 두 가지 형태로 157억 원을 분배했다. 소농직불금 3,895농가에 50억 원을 지급했고 면적직불금 4,829농가에 107억 원을 지급했다. 1차 지급을 마친 상태며 계좌 오류나 승계 절차가 필요한 농가는 2차로 지급할 예정이다.

괴산군은 올해 면적직불금 단가를 전 구간에서 5% 인상했다. 논·밭 간 형평성 개선을 위해 비진흥 밭 단가도 논 수준으로 상향 조정해 밭 농가 지원을 확대했다. 소농직불금은 0.5헥타르 이하 농지 경작 농가에 1농가당 130만 원을 지급한다. 면적직불금은 경작 면적에 따라 제곱미터당 136원에서 215원까지 차등 지급된다.
◆ 공익직불제의 의미와 지급 절차
공익직불제는 농업인 경영 안정을 돕고 환경보전, 농촌 유지, 식품안전 등 농업의 공익적 가치를 실현한다. 괴산군은 2월부터 5월까지 신청을 접수했고 자격요건 검증, 직불교육 이수 여부, 준수사항 점검 등을 거쳐 지급 대상자를 확정했다. 송인헌 군수는 "직불금 단가 인상으로 농가 소득 안정에 도움이 될 것"이라며 "농업인의 안정적인 영농활동 지원과 지속 가능한 농업·농촌 환경 조성을 위해 최선을 다하겠다"고 말했다.

The public interest direct payment system supports farm management stability for farmers and implements the public value of agriculture including environmental conservation, rural sustainability, and food safety. Goesan County accepted applications from February to May, and confirmed the payment recipients after undergoing qualification verification, direct payment education completion verification, and compliance checks. County Governor Song In-heon stated, "The increase in direct payment unit prices will help stabilize farm household income," adding, "We will do our best to support farmers' stable farming activities and create a sustainable agricultural and rural environment."
