◆ 위임전결 기준액 4배 이상 상향
충남교육청(교육감 김지철)은 10일 「충청남도 교육비특별회계 재무회계규칙」을 전부 개정해 공표했다. 이번 개정은 지방회계법과 지방재정법 개정사항을 반영하고 운영 기준을 현행화하는 조치다.
재무관(도교육청은 행정국장)의 위임·전결 기준액이 대폭 상향된다. 공사 범위가 기존 추정가격 5천만 원 이하에서 4억 원 이하로 상향되고, 물품·용역은 3천만 원 이하에서 1억 원 이하로 높아진다. 분임재무관(도교육청은 재무과장)에게 위임되는 범위가 동시에 확대된다.
◆ 신규 직속기관 분원장에 분임재무관 지정
충청남도교육청국제교육원 다문화세계시민교육센터와 충청남도교육청유아교육원 북부체험교육원 등 신설 직속기관 분원장이 분임재무관으로 지정된다. 회계관계공무원 관직이 신설되면서 교육청 직속기관의 회계 업무 체계가 정비된다.
◆ 채권자 확인서류 확대로 민원편의 개선
채권자 확인을 위한 제출서류 범위가 확대된다. 종전 인감증명서만 인정되던 기준이 인감증명서 또는 (전자)본인서명사실확인서로 변경된다. 서류 제출 절차 간소화로 행정 효율성이 향상되고 민원인 편의가 높아진다.
한기복 재무과장은 "이번 개정으로 개정된 법령과 현장 요구를 반영했으며, 재무행정의 신속성과 회계담당 부서장의 책임성이 크게 향상될 것"이라고 밝혔다.

The appointment of accounting-related personnel strengthens the accounting management system of the Education Office's affiliated institutions.
◆ Expanded Documentation Requirements Improve Public Service Convenience
The scope of documents required for creditor verification is being expanded. The previous standard, which accepted only personal seals certificates, now accepts either personal seals certificates or digital personal signature verification certificates. Streamlined document submission procedures improve administrative efficiency and enhance convenience for citizens.
Han Ki-bok, director of the Finance Department, stated: "This revision reflects both amended regulations and on-site demands. We anticipate substantial improvements in the speed of financial administration and strengthened responsibility of the accounting department directors."
