천안시, 2조4900억원 규모 예산안 편성…전년比 600억원 증액

◆천안시 2025년 예산안 2조4900억원 편성

천안시는 20일 제284회 제2차 정례회 제1차 본회의에서 2025년도 예산안 2조4900억원을 의회에 제출했다. 김석필 천안시장 권한대행은 시정연설을 통해 신성장 동력 확보를 위한 투자 의지를 밝혔다.

내년도 예산안은 올해 대비 600억원 증가한 규모다. 일반회계는 2조1500억원으로 470억원 늘었고, 공기업 및 특별회계는 3400억원으로 130억원 증액했다. 사회복지·보건 분야에 9234억원을 배정해 가장 큰 비중을 차지했다.

◆분야별 예산 배정 현황

안전·일반공공 분야에 2049억원, 산업교통 분야에 2019억원을 책정했다. 문화관광·교육 분야는 1747억원, 지역개발 분야는 1663억원을 배정했다. 환경 분야에 1387억원, 농업 분야에 1132억원을 각각 편성했다.

김석필 권한대행은 "지난 4월 권한대행을 맡으며 시정 공백 없이 시민 안전을 최우선으로 하겠다고 약속했다"며 "내년도 시정 기조는 미래 준비를 위한 성장, 시민 안전 최우선, 시민의 다채로운 일상 구현으로 정했다"고 말했다.

◆재정 여건 어려워도 효율적 운용 강조

김 권한대행은 "부동산·건설경기 침체로 세수가 감소하고 정부·충남도 사업 분담 예산이 매년 늘어 재정지출 부담이 커지고 있다"며 "어려울수록 기본과 원칙에 충실해야 한다"고 강조했다.

천안시는 세출구조를 과감히 조정하고 모든 사업의 필요성을 재검토해 예산안을 편성했다. 김 권한대행은 "행정의 연속성을 추구하되 사업 시기와 규모를 조정하고 불요불급한 신규사업을 억제하겠다"고 밝혔다.

제284회 제2차 정례회는 이날 개회해 30일간 진행된다. 회기 중 행정사무감사, 추가경정예산안 및 내년도 예산안 심사, 각종 조례안 심의가 이뤄진다.

◆Cheonan City Compiles 2.49 Trillion Won Budget for 2025

Cheonan City submitted a 2.49 trillion won budget plan for 2025 to the city council at the first plenary session of the 284th second regular session on the 20th. Acting Mayor Kim Seok-pil announced his commitment to invest in securing new growth engines through a policy address.

The budget plan for next year increased by 60 billion won compared to this year. The general account grew by 47 billion won to 2.15 trillion won, while public enterprise and special accounts increased by 13 billion won to 340 billion won. Social welfare and health sectors received the largest allocation of 923.4 billion won.

◆Budget Allocation by Sector

Safety and general public administration sectors received 204.9 billion won, while industry and transportation sectors were allocated 201.9 billion won. Culture, tourism, and education sectors received 174.7 billion won, and regional development received 166.3 billion won. Environmental sectors were allocated 138.7 billion won and agricultural sectors 113.2 billion won respectively.

Acting Mayor Kim Seok-pil stated, "When I assumed the acting mayor role in April, I promised to prioritize citizen safety without any administrative vacuum," adding, "The policy direction for next year focuses on growth to prepare for the future, safety as the top priority, and companionship to realize citizens' diverse daily lives."

◆Emphasizing Efficient Management Despite Difficult Fiscal Conditions

Acting Mayor Kim emphasized, "Tax revenue has decreased due to real estate and construction market downturns, and the burden of fiscal expenditure grows annually with mandatory budget allocations for government and South Chungcheong Province projects," stating, "We must remain faithful to basics and principles during difficult times."

Cheonan City compiled the budget plan by boldly adjusting expenditure structures and reviewing the necessity of all projects. Acting Mayor Kim announced, "While pursuing administrative continuity, we will adjust the timing and scale of projects and restrain unnecessary new projects."

The 284th second regular session opened on this day and will continue for 30 days. During this session, administrative audits, supplementary budget reviews, next year's budget examination, and deliberation on various ordinances will be conducted.
