충북도의회 행정문화위원회 박재주 의원(청주6)은 21일 제429회 임시회 2차 본회의 5분 자유발언을 통해 "충청북도 돔구장 건립 논의를 종합 스포츠 콤플렉스 건립으로 전환해야 한다"고 주장했다.
박 의원은 "우리 도 경기장의 상당수는 1990년대 이전에 조성돼 노후화가 심각하고 일부는 국제규격에 미달된다"고 지적했다. 박 의원은 "대규모 경기 때는 심각한 교통 혼잡과 주차난을 초래하는 등 선수와 관람객 모두 큰 불편을 겪는 실정"이라고 말했다.
박 의원은 "이 같은 문제를 해결하기 위해서는 돔구장 '하나'가 아니라 여러 종목을 치를 수 있는 실내‧외 경기장들을 한곳에 모으고 상업 문화 기능을 결합하는 종합 스포츠 콤플렉스를 건설해야 한다"고 강조했다.
박 의원은 "단일 돔구장 중심 투자는 비수기 가동률 저하와 운영 적자 위험을 키울 수밖에 없기 때문에 지역 관광으로의 확장, 수익구조 다양화, 나아가 국내외 기업 투자유치 및 고용 창출까지 가능한 종합 스포츠 콤플렉스가 정답"이라고 했다.
박 의원은 "재원 마련부터 부지선정, 구단 유치, 기반시설 조성, 교통연계 등 많은 과제가 있겠지만 단계별 재원 조성을 통한 재정리스크 분산, 민간자본활용 등을 통해 실현 가능하다"고 말했다. 박 의원은 "이제는 충북의 미래를 담을 종합 스포츠 콤플렉스 구상으로 나아가야 한다"고 밝혔다.
