청주시-농협은행, 중소기업 보호 상생결제시스템 도입에 맞손

◆ 16일 상생결제시스템 협약식

청주시는 16일 임시청사 직지실에서 농협은행㈜과 상생결제시스템 운영 협약식을 개최했다. 이범석 청주시장과 이장환 농협은행 청주시지부 지부장이 참석했다.

청주시는 시정 관련 사업 용역 및 물품계약 하도급사를 보호하기 위해 농협은행㈜과 상생결제시스템을 운영한다.

◆ 어음 대체 결제수단, 11월부터 적용

상생결제제도는 기업 간 납품대금을 지급할 때 대금 회수 지연이나 어음으로 인한 폐해를 해소하기 위한 어음 대체 결제수단이다.

원청기업이 하청기업에 지급할 대금을 상생결제 전용 계좌에 보관한 후 대금 지급일에 맞춰 현금으로 지급하는 전자 대금 결제방식이다. 하청업체는 필요한 경우 결제 만기일 전 조기에 현금화를 통해 자금 유동성을 확보할 수 있다.

시스템 적용은 11월부터다.

◆ 하위 거래기업 실질적 지원 가능

제도 도입으로 하위 거래기업의 안정적 대금 회수, 결제대금 조기 현금화, 금융비용 절감, 자금 유동성 개선 등 거래기업의 실질적인 지원이 가능해진다.

청주시는 농협은행㈜의 상생결제 상품을 도입해 용역 및 물품계약에 적용한다. 농협은행㈜은 상생결제 상품을 준비하고 서비스를 제공한다.

◆ "동반성장 환경 조성할 것"

이범석 시장은 "고물가, 고금리 등 경기침체로 어려움을 겪고 있는 지역 중소기업들에게 상생결제제도는 기업 간 동반성장 환경을 조성하고 자금의 유동성을 높이는 데 큰 역할을 할 것"이라고 말했다.

이 시장은 "많은 기업들이 상생결제에 참여하고 적극 활용해주시기 바란다"고 덧붙였다.
