◆ 논산시 내동 일원 2025년 하수도정비 중점관리지역 지정
논산시(시장 백성현)는 기후에너지환경부가 주관한 2025년도 하수도정비 중점관리지역에 내동 일원이 추가 지정됐다고 밝혔다. 논산시는 지난 10월 취암동 A-21배수분구가 하수도정비 중점관리지역으로 지정돼 국비 포함 총 471억 원을 확보했다. 논산시는 이번 추가 지정으로 354억 원을 추가 확보해 총 825억 원 규모의 하수도정비사업을 추진한다.
◆ 내동 일원 최근 10년간 반복 침수 피해 발생
이번에 선정된 내동 일원(내동·강산·취암·부창)은 저지대 지형과 노후 하수관로로 인한 통수 능력 부족으로 최근 10년간 반복적인 침수 피해가 발생했다. 2024년에는 인명피해가 발생했다. 논산시는 하수관로 신설·개량과 관경 확대 그리고 저류시설 및 빗물펌프장 설치 등 하수도정비를 단계적으로 추진할 예정이다.
◆ 백성현 시장 "시민 생명과 재산 보호하겠다"
백성현 논산시장은 "기후 변화로 인한 국지성 집중호우와 도심지 배수 여건의 한계 등으로 도시 침수 문제가 지속적으로 발생하고 있다"고 말했다. 백 시장은 "이번 중점관리지역 2개소 지정으로 도심 전반의 침수 대응 체계를 개선할 수 있는 기반이 마련됐다"며 "사업 추진을 통해 시민의 생명과 재산을 보호하겠다"고 밝혔다.

Nonsan City secured a total of 47.1 billion won including national funding when the Chwinam-dong A-21 drainage district was designated as a sewerage improvement priority management zone in October. Nonsan City secured an additional 35.4 billion won through this additional designation and will pursue a sewerage improvement project totaling 82.5 billion won.
◆ Naedong Area Experienced Repeated Flooding Damage Over Past 10 Years
The newly selected Naedong area (Naedong Gangsan Chwinam Buchang) has experienced repeated flooding damage over the past 10 years due to low-lying terrain and insufficient drainage capacity from aging sewage pipes. Casualties occurred in 2024. Nonsan City plans to implement sewerage improvements in phases including new sewage pipe installation and renovation pipe diameter expansion and installation of retention facilities and rainwater pump stations.

Nonsan City Mayor Baek Seong-hyeon said "Urban flooding problems continue to occur due to localized heavy rainfall from climate change and limitations in urban drainage conditions." Mayor Baek stated "The designation of two priority management zones has established a foundation to comprehensively improve the flood response system throughout the city center" and added "We will protect citizens' lives and property through project implementation."
