◆ 통합돌봄 비전 선포식 개최
충남 태안군이 지역사회 중심의 지속가능한 복지체계 구축을 위한 '의료·요양 통합돌봄'의 본격 추진을 공식 선언했다. 태안군은 지난 24일 군청 대강당에서 군 관계자와 도·군의원, 주요 기관·단체장, 지역 주민 등 200여 명이 참석한 가운데 '통합돌봄 비전 선포식'을 개최했다. 이날 선포식에서는 기타·오케스트라 식전공연, 경과 및 비전계획 보고, 통합돌봄 현판 전달식 및 카드섹션, '통합돌봄 퍼즐' 퍼포먼스가 진행됐다. 보건복지인재원 배지영 교수가 통합돌봄 이해를 위한 교육을 진행했다.
◆ 시범사업 추진 현황
의료·요양 통합돌봄 사업은 일상생활에 어려움을 겪는 노인과 장애인 등이 요양원이나 요양병원 대신 자신이 살던 곳에서 건강하고 자립적인 삶을 유지할 수 있도록 지원하는 서비스 모델이다. 태안군은 올해 기준 노인인구(65세 이상) 비율이 40%에 달해 돌봄 수요가 지속 증가하고 있다. 태안군은 지난 5월 보건복지부 공모에 선정돼 시범사업 지자체로 통합돌봄 사업의 첫발을 내디뎠다. 10월부터 26개 시범사업에 돌입했으며, 국민건강보험공단·서비스제공기관(10월 2일), 태안군의사회·한의사회·약사회(12월 11일)와 업무협약을 체결했다.

◆ 내년 3월 본사업 돌입 계획
태안군은 본격 추진을 위해 통합돌봄 전담기구 설치, 자체 돌봄서비스 개발(가사지원·영양지원·주거지원 등 5대 돌봄서비스), 건강의료안전망 구축(재택의료센터 구축, 일차 의료방문 진료 시범사업)을 준비하고 있다. 태안군은 사업의 실효성과 효과성을 면밀히 살핀 뒤 내년 3월부터 본사업에 돌입할 계획이다. 군 관계자는 "의료·요양 통합돌봄은 복지패러다임 변화에 대응하기 위한 적극적인 노력의 일환"이라며 "지역에 맞는 프로세스를 개발해 주민 누구나 내 집에서 편안한 일상을 영위할 수 있도록 최선을 다하겠다"고 밝혔다.

Taean County in South Chungcheong Province officially declared the full-scale promotion of 'Medical and Long-Term Care Integrated Care' for building a sustainable welfare system centered on the local community. Taean County held the 'Integrated Care Vision Proclamation Ceremony' at the county hall auditorium on the 24th with about 200 attendees including county officials, provincial and county council members, heads of major organizations, and local residents. The ceremony featured pre-event performances by guitar and orchestra, progress and vision plan reports, integrated care signboard delivery ceremony and card section, and 'Integrated Care Puzzle' performance. Professor Bae Ji-young from the Korea Human Resource Development Institute for Health and Welfare conducted education for understanding integrated care.
◆ Pilot Project Progress Status
The Medical and Long-Term Care Integrated Care project is a service model that supports the elderly and disabled who have difficulties in daily life to maintain healthy and independent lives in their own homes instead of nursing homes or long-term care hospitals. Taean County's elderly population ratio (65 years and older) reached 40% this year, with care demand continuously increasing. Taean County was selected in the Ministry of Health and Welfare's public offering last May and took its first step as a pilot project local government. The county launched 26 pilot projects from October and signed business agreements with the National Health Insurance Service and service providers (October 2) and Taean County Medical Association, Korean Medicine Association, and Pharmaceutical Association (December 11).
◆ Plans to Launch Full-Scale Project in March Next Year
Taean County is preparing to establish a dedicated integrated care organization, develop its own care services (5 major care services including housework support, nutrition support, and housing support), and build a health and medical safety net (establishment of home medical center, primary medical home visit pilot project) for full-scale implementation. Taean County plans to launch the full-scale project from March next year after closely examining the effectiveness and efficiency of the project. A county official stated, "Medical and Long-Term Care Integrated Care is part of active efforts to respond to changes in the welfare paradigm" and added, "We will develop processes suitable for the region and do our best so that all residents can lead comfortable daily lives in their own homes."
