◆ 시민 2,232명 투표로 결정된 10대 우수시책

아산시가 2025년 추진할 주요 시책 38건 중 10대 우수시책을 선정했다. 아산시청은 지난 11월 17일부터 12월 1일까지 온라인과 대면 설문조사를 진행해 시민 2,232명과 참여자치위원회 평가 결과를 합산했다.

선정된 10대 우수시책은 △KTX천안아산역 광역복합환승센터 국토교통부 지정 승인 △아산 경찰병원 예비타당성조사 통과에 따른 건립 본격화 △제64회 아산 성웅 이순신축제 △수도권 전철 연계 심야버스 운행 △아산페이 5,500억 원 발행 및 18% 할인 △희망로 개통 △달빛어린이병원 운영 지원 △안심 공중화장실 조성 및 개방화장실 운영 △은행나무길·곡교천 특화 콘텐츠 개발 △시내버스 도심 순환노선 신설이다.

◆ 교통·의료 인프라가 중심축…광역복합환승센터 1위

광역복합환승센터가 1위를 차지했다. 국토교통부가 지난 9월 이 사업을 승인했다. 총 6,700억 원 규모의 이 프로젝트는 2030년 완공을 목표로 진행된다. 비즈니스, 쇼핑, 숙박, 주거 기능을 결합한 교통·상업 복합 허브로 조성된다. 아산시는 이를 통해 제2의 실리콘밸리로의 도약 기반을 마련한다고 평가했다.

교통 분야가 4건으로 가장 많았다. 심야버스 운행은 야간 시간대 이동 불편을 해소하고 안전한 귀가를 지원한다. 시내버스 도심 순환노선 신설은 대중교통 사각지대를 해결한다. 탕정·배방과 천안 R&D를 연결하는 희망로 개통도 교통망 강화로 평가받았다.

의료 인프라 관련 2위는 아산 경찰병원 예비타당성조사 통과였다. 총사업비 1,724억 원을 투입하는 300병상 규모의 국립 공공종합병원으로 2029년 준공을 목표로 진행된다. 내과, 외과, 소아청소년과, 산부인과 등 필수 진료과 24개와 전문센터 6개가 들어선다. 그동안 대형 병원 이용을 위해 인근 도시로 이동해야 했던 시민들의 불편이 크게 해소될 것으로 예상된다. 달빛어린이병원 운영 지원은 야간·휴일 소아 의료 접근성을 향상시킨다.

◆ 문화·경제 분야도 고르게 인정…아산페이 18% 할인율 제공

문화 분야에서 제64회 아산 성웅 이순신축제가 선정됐다. 주무대를 온양온천역 일원으로 옮겨 큰 호응을 얻었다. 은행나무길·곡교천 특화 콘텐츠 개발도 시민 선택을 받았다.

경제 분야는 아산페이 5,500억 원 발행 및 18% 할인이 선정됐다. 전년 대비 발행 규모를 2배 이상 확대했다(2,500억 원에서 5,500억 원). 역대 최고 수준인 18% 할인율을 제공해 민생경제 회복과 지역경제 활성화에 기여했다.

안심 공중화장실 조성 및 개방화장실 운영도 10대 우수시책으로 선정됐다.

오세현 아산시장은 "시민의 손으로 뽑은 주요 시책들이 교통·문화·경제·복지 등 다양한 분야에서 고르게 인정받았다는 점에서 의미가 크다"고 말했다. 이어 "50만 자족도시로의 도약을 위해 이러한 성과들이 시민 삶의 실질적인 변화로 이어질 수 있도록 행정력을 더욱 집중하겠다"고 덧붙였다.

◆ Transportation and Medical Infrastructure in Focus; Multimodal Center Ranks First

The multimodal transit center ranked first. The Ministry of Land, Infrastructure and Transport approved this project in September. This 670 billion won project targets completion by 2030. It will be developed as a large transportation-commercial complex hub combining business, shopping, accommodation, and residential functions. Asan City evaluated this as establishing the foundation for a leap to Korea's second Silicon Valley.

Transportation sector led with four initiatives. Late-night bus service addresses inconvenience during nighttime hours and supports safe commutes home. The new downtown shuttle route solves the public transportation gap. The opening of Hopeful Road connecting Tangjeong, Baebang, and Cheonan R&D was evaluated as strengthening transportation networks.

Second place went to Asan Police Hospital following its preliminary feasibility study approval in the medical infrastructure category. The 300-bed national public hospital will receive 172.4 billion won in total project cost with a 2029 completion target. Twenty-four essential medical departments including internal medicine, surgery, pediatrics, and obstetrics, along with six specialized centers will be established. ◆ Culture and Economy Sectors Also Recognized; Asan Pay Offers 18% Discount Rate

The 64th Asan Admiral Yi Sun-sin Festival was selected from the culture sector. The main venue moved to the Onyang Oncheon Station area, receiving strong response. Specialized content development for Ginkgo Tree Road and Gokgyo Stream also won citizen support.

The economy sector selected Asan Pay's 550 billion won issuance with 18% discount. The issuance scale more than doubled compared to the previous year (from 250 billion to 550 billion won). By offering an all-time high 18% discount rate, it contributed significantly to recovering local livelihoods and revitalizing the regional economy.

Safe public restroom development and open restroom operation was also selected as a top 10 initiative.

Asan Mayor Se-hyun Oh stated, "It holds significant meaning that the major initiatives selected by citizens' votes were evenly recognized across diverse sectors including transportation, culture, economy, and welfare." He added, "In pursuit of a leap to a self-sufficient city of 500,000 residents, we will concentrate administrative capacity to ensure these achievements translate into tangible improvements in citizens' lives."
