◆ 8년 간 갈등 종료, 상생 협력 재개

당진시와 한국전력공사는 18일 당진시청에서 국민권익위원회 현장조정회의를 개최해 송전선로 건설 분쟁을 종료하고 상생 협력을 재개하기로 합의했다. 2017년부터 2025년까지 8년간 고착 상태에 놓였던 양 기관의 갈등이 국민권익위원회의 조정을 통해 해소 국면에 진입했다. 당진시는 중단됐던 한국전력공사의 전력사업 인허가 심의를 재개하고 한국전력공사는 약속한 지역 특별사업비 지원을 추진한다.

◆ 2018년 지반침하 사고가 촉발한 분쟁

당진시와 한국전력공사는 2017년 상생협약을 체결해 한국전력공사가 지역 발전을 위한 특별사업비를 지원하기로 했다. 그러나 2018년 말 한국전력공사 발주, 동부건설 시공의 송전선로 지중화 공사 과정에서 송악읍 아산국가산업단지충남부곡지구 내 지반침하 사고가 발생했다. 이후 고소·고발과 소송으로 협력 관계가 단절됐다. 국민권익위원회는 지난 1년간 총 25차례 협의를 진행했다.

◆ 에너지고속도로 구축 사업 적극 협력

양 기관은 정부가 추진 중인 에너지고속도로 구축 사업에 적극 협력하기로 했다. 에너지고속도로는 신재생에너지 발전소에서 생산한 대규모 전력을 수도권 등 주요 소비지로 안정적이고 효율적으로 송전하는 국가 핵심 전력망이다. 2018년 지반침하 피해 보상은 내년 국민권익위원회의 추가 조정을 통해 구체적으로 논의된다. 오성환 당진시장은 "이번 조정은 장기 갈등 해소와 시민 안전, 지역 발전을 동시에 고려한 의미 있는 결과"라며 "앞으로 시민의 권익 보호를 최우선에 두고 국가 에너지 정책과 지역 상생이 조화를 이루도록 협력하겠다"고 밝혔다.

◆ Eight-Year Conflict Terminated, Cooperation Reestablished

Dangjin City and Korea Electric Power Corporation held a field mediation meeting of the Presidential Committee for Anticorruption and Civil Rights at Dangjin City Hall on December 18, ending their power transmission line construction dispute and agreeing to resume cooperative relations. The conflict between the two entities, which remained stalled for eight years from 2017 through 2025, entered a phase of resolution through mediation by the Presidential Committee for Anticorruption and Civil Rights. Dangjin City will resume suspended licensing reviews for KEPCO's power projects, while KEPCO will implement regional special project funding as promised.

◆ 2018 Ground Subsidence Triggered the Dispute

Dangjin City and KEPCO signed a mutual prosperity agreement in 2017, under which KEPCO pledged to support regional development through special project funding. However, in late 2018, ground subsidence occurred in the Buchok District of the Asan National Industrial Complex located in Songak-eup during transmission line underground construction work undertaken by KEPCO and constructed by Dongbu Construction. Subsequently, the cooperative relationship was severed due to criminal complaints, accusations, and lawsuits. The Presidential Committee for Anticorruption and Civil Rights conducted 25 rounds of consultations over the past year.

◆ Active Cooperation on Energy Highway Infrastructure Project

Both entities agreed to actively cooperate on the government-promoted Energy Highway construction project. The Energy Highway is a core national power grid that stably and efficiently transmits large-scale electricity produced by renewable energy power plants to major consumption areas including the Seoul metropolitan region. Ground subsidence damage compensation from 2018 will be discussed in detail through additional mediation by the Presidential Committee for Anticorruption and Civil Rights next year. Dangjin Mayor Oh Sung-hwan stated: "This mediation represents a meaningful outcome that simultaneously addresses prolonged conflict resolution, citizen safety, and regional development. Going forward, Dangjin City will prioritize citizen rights protection and actively cooperate so that national energy policy and regional mutual prosperity achieve harmony."
