◆ 장관상 수상, 혁신행정으로 인정
당진시는 17일 2025년 제18회 대한민국 지방재정 대상에서 우수사례에 선정돼 행정안전부 장관상을 수상했다. 지방세 분야 최초 장관상 수상이다. 특별교부세 1억 원도 함께 확보했다. 오성환 시장이 이끄는 당진시가 제출한 우수사례 주제는 공탁금 발굴과 세입화 방안이었다.
◆ 공탁금 체계 발굴, 징수 시스템 구축
공탁금은 법적 절차에 따라 법원 등에 보관된 채권·채무 관련 자금이다. 적시 관리가 없으면 장기간 유휴 자산으로 남는다. 당진시는 공탁금을 전수조사와 데이터 분석으로 발굴했다. 공탁금 신속 집행 및 징수 시스템을 도입해 효율적인 징수 프로세스를 구축했다. 정교한 징수 기법으로 미회수 금액을 실효성 있는 세입으로 전환했다는 평가를 받았다.
◆ 재정 건전성 확보 계속 추진
당진시 관계자는 "이번 우수사례 선정은 지방재정의 숨은 자원을 발굴하고 실질적인 세입으로 연결한 혁신적 성과가 인정받은 결과"라고 밝혔다. 시는 "앞으로도 재정 건전성 확보 및 시민 생활과 직결된 세입 확대 방안을 지속 발굴·추진하겠다"고 덧붙였다. 대한민국 지방재정대상은 예산 절감, 지방보조금 운용혁신, 세입 증대 분야 우수사례를 선정하는 지방재정 정부 포상이다.

It received recognition for converting uncollected amounts into effective revenue through sophisticated collection techniques.

A Tangjeun City official stated, "This recognition as an outstanding case reflects that our innovative performance in discovering hidden resources in municipal finance and converting them into tangible revenue has been acknowledged."
