◆ 괴산·천안 산란계 농장 고병원성 AI 확진

충북 괴산군과 충남 천안시 소재 산란계 농장에서 고병원성 조류인플루엔자(AI)가 발생했다. 고병원성 AI 중앙사고수습본부(중수본)는 17일 관계기관과 지방정부 등이 참여하는 회의를 열고 해당 농장들에서 확인된 고병원성 AI(H5N1형) 발생 상황을 점검했다. 괴산군 농장은 24만 6,000여 마리, 천안시 농장은 26만 6,000여 마리 규모의 산란계를 사육하는 곳이다. 16일 해당 농장들에서 폐사 증가가 보고돼 정밀 검사를 실시한 결과 확진이 최종 확인됐다. 이에 따라 고병원성 AI 발생 건수는 지난 10월 27일 첫 발생 이후 총 14건으로 늘었다.

◆ 천안 농장 5년 내 4회 발생…보상금 80% 감액

이번 천안 발생 농장은 2020년 이후 3차례 고병원성 AI가 발생한 이력이 있는 농장으로 밝혀졌다. 동일한 농장에서 고병원성 AI가 5년 이내 4회 발생함에 따라 살처분 보상금 산정 시 가축평가액의 80%가 감액 적용될 예정이다. 앞서 지난달 9일 천안시 소재 산란계 농장에서 고병원성 AI가 발생한 이후 10㎞ 내 방역지역에서 안성 1건, 천안 1건 등 2건이 추가 발생한 바 있다.

◆ 전국 산란계 농장 일제검사·특별점검 실시

중수본은 16일 해당 농장들에서 H5형 항원이 확인된 즉시 초동대응팀을 현장에 투입해 출입 통제, 살처분, 역학조사 등 선제적 방역조치를 실시하고 있다. 전국 산란계 관련 농장, 축산시설, 축산차량 등에 대해 17일 오전 1시부터 24시간 동안 일시이동중지(Standstill) 명령을 발령했다. 10㎞ 내 방역대 가금농장(괴산 25호, 천안 30호)에 대해 정밀검사를 실시하고 전국 철새도래지, 소하천, 저수지 주변 도로 및 가금농장 진입로 등에 대해 집중 소독을 진행 중이다.

중수본은 산란계에서의 감염 여부를 미리 확인하기 위해 오는 18일부터 31일까지 전국 산란계 농장 대상 일제검사를 실시할 계획이다. 최근 고병원성 AI 발생이 확인된 천안·안성 지역에 고위 간부를 파견해 현장 방역 조치가 차질 없이 이행되도록 지도·관리한다. 오는 23일까지 해당 방역지역 내 산란계 농장 대상 방역점검을 실시해 미흡사항을 보완하도록 하고, 밀집단지 및 10만 수 이상 대규모 산란계 농장 중 위험농장 96호에 대해 오는 26일까지 특별점검을 실시한다. 방역지역 내를 출입하는 알, 분뇨, 사료 운반 차량과 관련 물품에 대해 18일부터 31일까지 지역별 불시 환경검사를 실시하고 차량 및 물품에 대한 소독을 철저히 하도록 지도·홍보한다.

김정욱 농림축산식품부 농업혁신정책실장은 "12월 들어 8건의 고병원성 AI가 발생하고 전국 여러 지역에서 발생하고 있는 엄중한 상황"이라며 "지방정부와 관계기관, 가금농가 등 모든 축산관계자께서는 경각심을 갖고 그 어느 때보다 철저한 방역 관리를 해달라"고 당부했다.

◆ Highly Pathogenic AI Confirmed at Goesan and Cheonan Layer Farms

Highly pathogenic avian influenza (AI) occurred at layer farms in Goesan-gun, Chungbuk and Cheonan-si, Chungnam. The Central Disaster and Safety Countermeasures Headquarters for Highly Pathogenic AI held a meeting on the 17th with relevant agencies and local governments to review the highly pathogenic AI (H5N1 type) outbreak situation confirmed at the farms. The Goesan-gun farm raises approximately 246,000 layers, while the Cheonan-si farm raises approximately 266,000 layers. Increased deaths were reported at the farms on the 16th, and precision testing confirmed the diagnosis. As a result, the total number of highly pathogenic AI cases has risen to 14 since the first outbreak on October 27.

◆ Cheonan Farm Records 4th Outbreak in 5 Years…80% Compensation Reduction

The Cheonan farm where this outbreak occurred was revealed to have a history of 3 highly pathogenic AI outbreaks since 2020. As highly pathogenic AI has occurred 4 times within 5 years at the same farm, an 80% reduction of livestock evaluation will be applied when calculating culling compensation. Previously, after highly pathogenic AI occurred at a layer farm in Cheonan-si on November 9, 2 additional cases occurred within the 10km quarantine zone, including 1 in Anseong and 1 in Cheonan.

◆ Nationwide Inspection and Special Checks at Layer Farms

The Central Headquarters deployed rapid response teams to the sites immediately after H5-type antigens were confirmed at the farms on the 16th and is implementing preemptive quarantine measures including access control, culling, and epidemiological investigation. A 24-hour standstill order was issued from 1 a.m. on the 17th for all layer-related farms, livestock facilities, and livestock vehicles nationwide. Precision testing is being conducted on poultry farms within the 10km quarantine zone (Goesan 25 farms, Cheonan 30 farms), and intensive disinfection is underway on roads around migratory bird habitats, small streams, reservoirs, and poultry farm access roads nationwide.

The Central Headquarters plans to conduct a nationwide inspection of layer farms from the 18th to 31st to identify infections in layers in advance. High-ranking officials are being dispatched to the Cheonan-Anseong area where recent highly pathogenic AI outbreaks were confirmed to guide and manage field quarantine measures without disruption. Quarantine inspections will be conducted at layer farms in the quarantine zone until the 23rd to address deficiencies, and special inspections will be conducted until the 26th on 96 high-risk farms among clustered complexes and large-scale layer farms with more than 100,000 birds. Regional random environmental inspections will be conducted from the 18th to 31st on egg, manure, and feed transport vehicles and related items entering the quarantine zone, with guidance and promotion to ensure thorough disinfection of vehicles and items.

Kim Jung-wook, Director General of Agricultural Innovation Policy at the Ministry of Agriculture, Food and Rural Affairs, said, "This is a serious situation with 8 cases of highly pathogenic AI occurring in December and outbreaks in various regions across the country," and urged, "All livestock stakeholders including local governments, relevant agencies, and poultry farms should be vigilant and implement more thorough quarantine management than ever."
