◆ 예산안 최종 의결, 내부유보금 증액 편성

서산시의회(의장 조동식)는 17일 제310회 제2차 정례회 제3차 본회의를 열고 폐회했다. 지난달 25일부터 23일간 진행된 정례회 일정을 마무리하면서 2025년 의사일정을 모두 완료했다.

이날 본회의에서 2026년도 예산안을 의결했다. 예산 규모는 1조 3,067억 원으로 편성됐다. 전년도(2025년) 대비 569억 원 증액된 규모다. 각 상임위원회와 예산결산특별위원회(위원장 이정수)의 심사를 거쳐 4억 270만 원을 삭감했다. 삭감된 예산은 전액 내부유보금으로 증액 편성돼 수정 가결됐다.

◆ 기금운용계획안 원안대로 가결

기금운용계획안 역시 이날 의결했다. 계획안 규모는 867억 원이다. 전년도 조성액 대비 109억 원 감소한 규모다. 집행부가 제출한 원안대로 가결됐다.

◆ 의원 자유발언으로 민생 현안 제기

본회의 안건 상정에 앞서 4명 의원이 5분 자유발언을 진행했다. 안효돈 의원은 '당진 빈집 핑계 대더니 신규 건설? 서산시민 우롱하는 LH의 기만행정'을 주제로 발언했다. 가선숙 의원은 '서산IC 및 해미IC 노면 색깔 유도선 도입 제안'을 제기했다. 한석화 의원은 'LH의 정책 실패 책임을 서산 시민에게 전가하는 것 중단' 촉구했다. 김용경 의원은 '동절기 서산시 도로안전관리와 마을안길 빙판사고 예방' 방안을 제언했다.

조동식 의장은 폐회사에서 "서산시의 발전과 시민 행복을 위해 의정활동을 펼쳐주신 의원님들께 감사드린다"고 말했다. 이어 "시민 여러분 계획하신 일 잘 마무리하시길 바라며, 가족과 함께 행복한 연말 보내시길 기원합니다"라고 덧붙였다.

◆ Budget Amendment Approved with Internal Reserve Increase

The Seosan City Council (Chairman Jo Dong-sik) held the third plenary session of the 310th Second Regular Session on the 17th and adjourned. The council completed all scheduled proceedings for 2025 after conducting the regular session for 23 days starting from the 25th of last month.

The plenary approved the 2026 budget on this day. The budget scale was set at 1.3067 trillion won. This represents an increase of 56.9 billion won compared to the previous year (2025). After deliberation by each standing committee and the Budget and Settlement Special Committee (Chairman Lee Jung-soo), 402.7 million won was reduced. The reduced budget was entirely allocated to internal reserves and was revised and approved.

◆ Fund Management Plan Approved as Submitted

The fund management plan was also approved on this day. The plan scale is 86.7 billion won. This represents a decrease of 10.9 billion won compared to the previous year's allocation. The original plan submitted by the executive branch was approved as submitted.

◆ Council Members Raise Livelihoods Issues through Free Speech

Four council members conducted five-minute free speeches prior to agenda items. Council Member Ahn Hyo-don spoke on the topic of "LH's Deceptive Administration Mocking Seosan Citizens: Using Dangjin Empty Houses as Pretext, Now New Construction?" Council Member Ga Sun-sook raised the proposal for "Introduction of Colored Surface Guidance Lines at Seosan IC and Haemi IC." Council Member Han Seok-hwa urged to "Stop Transferring Responsibility for LH's Failed Policies to Seosan Citizens." Council Member Kim Yong-gyeong suggested measures for "Road Safety Management and Prevention of Ice Accidents on Village Roads During Winter."

Chairman Jo Dong-sik stated in his closing remarks, "I thank the council members for their dedicated legislative activities for the development of Seosan and the happiness of its citizens." He added, "I hope our citizens will wrap up their planned tasks well, and I wish you a happy year-end with your families."
