◆ 김태흠 지사의 라오스 출장

충남도지사 김태흠이 17일부터 21일까지 라오스를 방문한다. 이번 출장은 재수교 30주년을 맞아 실질적 협력을 강화하기 위한 것이다. 계절근로자 유치를 통한 농촌 인력난 해소가 출장의 주요 목표다. 함께 추진할 사업으로 구급차와 순찰차, 컴퓨터 지원 현황을 점검하고 향후 방안을 모색한다.

◆ 고위급 인사 면담 일정

17일 라오스 도착 직후 김 지사는 비엔티안시 시코타봉구 앙야이마을을 방문했다. 충남자원봉사센터 자원봉사 활동에 참여하고 참가자들을 격려했다.

18일 비엔티안 총리실에서 손싸이 시판돈 총리를 만난다. 김 지사와 총리는 2023년 12월에도 같은 장소에서 만나 계절근로자와 스마트 농축산업, 기후변화 등을 논의한 바 있다. 당시 예정된 30분을 1시간 이상 초과하며 협력 의지를 보였다.

총리 면담 후 농업환경부 청사로 이동한 김 지사는 린캄 두앙사완 장관과 스마트 농축산업 협력 확대와 인력 교류 활성화 방안을 논의한다. 이어 노동사회복지부 포싸이 사아손 장관을 만나 계절근로자 교류 문제점을 공유하고 개선 방안을 모색한다.

19일 보리캄사이주를 방문해 썬타누 탐마봉 주지사와 스마트 농업 협력 방안에 대해 대화한다.

◆ 실적 기반 협력 확대

충남도는 2022년 12월 라오스와 교류 활성화 및 우호협력강화 협약을 체결했다. 이후 계절근로자 유치 규모가 크게 증가했다. 2023년 118명, 2024년 742명, 2025년 11월까지 1852명 등 총 2712명을 유치했다. 도내 농촌 인력난을 상당히 경감한 성과다.

내년 도내 전체 계절근로자 1만 4000명 중 2500명 이상을 라오스에서 유치할 계획이다.

도는 2023년부터 3년간 119 구급차 42대, 구급장비 7조 299점, 컴퓨터 1600대를 지원했다. 2024년 순찰차 20대와 오토바이 5대, 경광봉 등을 추가 지원했다. 라오스 주민 안전과 정보화에 기여하는 상호 협력이다.

도 관계자는 "충남은 라오스에서 높은 수준의 계절근로자를 공급받고, 라오스는 충남에서 안전과 치안, 정보화 능력을 높일 수 있는 장비를 지원받으며 상호 윈윈 관계를 이어가고 있다"고 설명했다.

◆ Governor Kim Tae-heung's Laos Business Trip

Chungcheongnamdo Governor Kim Tae-heung visits Laos from December 17 to 21. This visit marks 30 years since the reestablishment of diplomatic relations and aims to strengthen practical cooperation. A primary goal of the visit is to address rural labor shortages through increased recruitment of seasonal workers. The governor will review the status of ongoing projects including the provision of ambulances, patrol cars, and computers while exploring future cooperation plans.

◆ High-Level Official Meetings

Immediately after arriving in Laos on December 17, Governor Kim visits Angyai Village in Sikhottabong District, Vientiane. He participates in volunteer activities conducted by the Chungcheongnamdo Volunteer Center and encourages participating volunteers.

On December 18, Governor Kim meets Prime Minister Sonexay Siphandone at the Prime Minister's Office in Vientiane. Governor Kim and the Prime Minister also met at the same location in December 2023, discussing seasonal workers, smart agro-livestock industry, and climate change. They exceeded the scheduled 30-minute meeting by more than one hour, demonstrating strong commitment to cooperation.

After the Prime Minister meeting, Governor Kim moves to the Ministry of Agriculture and Environment to meet with Minister Linkhame Douangsavanh. They discuss expanding cooperation in smart agro-livestock industry and activating human resource exchange programs. He then meets with Labor and Social Welfare Minister Phossai Saason to address issues in seasonal worker exchange programs and explore improvement measures.

On December 19, Governor Kim visits Bolikhamxai Province to discuss smart agriculture cooperation plans with Provincial Governor Sunthanou Tammabong.

◆ Results-Based Cooperation Expansion

Chungcheongnamdo Province signed an agreement for exchange activation and strengthened friendly cooperation with Laos in December 2022. Since then, the scale of seasonal worker recruitment has increased significantly. The province has recruited 118 workers in 2023, 742 in 2024, and 1,852 through November 2025, totaling 2,712 workers. This achievement substantially alleviates rural labor shortages in the province.

The province plans to recruit more than 2,500 seasonal workers from Laos next year out of 14,000 total seasonal workers throughout Chungcheongnamdo.

From 2023 to 2025, the province has provided 42 emergency ambulances, 70,299 sets of emergency medical equipment, and 1,600 computers. In 2024, the province additionally provided 20 patrol cars, 5 motorcycles, and emergency warning lights. This represents mutual cooperation that contributes to public safety and informatization in Laos.

A provincial official stated, "Chungcheongnamdo receives high-quality seasonal workers from Laos, while Laos receives equipment from Chungcheongnamdo that enhances public safety, security, and informatization capabilities. We maintain a mutually beneficial relationship."
