◆ 수상 개요

옥천군이 지방살리기 상생 자매결연 우수사례 공모에서 우수상을 수상했다. 행정안전부가 자매결연 대상인 전국 141개 지방정부를 대상으로 공모를 실시했다. 총 10개 지방정부만 우수사례로 선정됐다. 옥천군은 충북 유일 우수상 수상 지자체로 이름을 올렸다.

◆ 자매결연 사업 추진 현황

지방살리기 상생 자매결연은 정부가 지난 8월 경제관계장관회의 후속조치로 추진한 사업이다. 인구감소지역 등 141개 지방정부와 중앙부처·공공기관이 자매결연을 맺어 관광교류, 고향사랑기부, 특산품 구매 등 실천적 프로그램 중심으로 교류하며 상생 소비를 확산하는 데 목적이 있다. 옥천군은 경제과에 전담인력과 내외부 협력체계를 구축했다. 법제처, 한국보건산업연구원, 한국보건의료연구원과 협약을 체결했다. 이는 당초 계획 대비 1개 기관을 추가 협약한 성과다. 법제처장 영실애육원 방문, 자매결연 기관의 지역 특산품 구매, 워크숍 개최 등을 추진했다.

◆ 향후 계획과 군수 발언

옥천군은 내년에 실천적 프로그램 중심 교류뿐만 아니라 자매결연 기관 전문성을 활용한 전문가 특강, 보건의료기기 업체 컨설팅 등을 추진할 계획이다. 사업의 지속성과 상호호혜성 부분에서 높은 평가를 받았다. 황규철 옥천군수는 "이번 수상은 실질적인 교류와 성과를 창출하고자 한 옥천군의 노력이 인정받은 결과"라고 말했다. 황 군수는 "앞으로도 중앙부처 및 공공기관과의 상생 협력을 통해 지역 경제 활성화와 지방소멸 대응에 최선을 다하겠다"고 밝혔다.

◆ Award Overview

Okcheon County won the Excellence Award in the Regional Revitalization Mutual Benefit Sister City Best Practice Competition. The Ministry of the Interior and Safety conducted the competition targeting 141 local governments eligible for sister city relationships nationwide. Only 10 local governments were selected as best practices. Okcheon County became the only local government in Chungbuk Province to receive the Excellence Award.

◆ Sister City Project Progress

The Regional Revitalization Mutual Benefit Sister City program is a project the government promoted as a follow-up measure to the Economic Ministers' Meeting in August. The purpose is to spread mutual benefit consumption through practical programs such as tourism exchange, hometown love donations, and local specialty purchases by establishing sister city relationships between 141 local governments in population decline areas and central ministries and public institutions. Okcheon County established dedicated personnel and internal and external cooperation systems in its Economy Division. The county signed agreements with the Ministry of Government Legislation, Korea Health Industry Development Institute, and National Evidence-based Healthcare Collaborating Agency. This achievement represents one additional institution beyond the original plan. The county promoted visits by the Minister of Government Legislation to Yeongshil Orphanage, local specialty purchases by sister city institutions, and workshop hosting.

◆ Future Plans and County Governor's Statement

Okcheon County plans to promote not only practical program-centered exchanges next year but also expert lectures utilizing the expertise of sister city institutions and consulting for medical device companies. The county received high evaluations for project sustainability and mutual reciprocity. Okcheon County Governor Hwang Gyu-cheol said, "This award is the result of recognizing Okcheon County's efforts to create practical exchanges and achievements." Governor Hwang stated, "We will continue to do our best to revitalize the local economy and respond to local extinction through mutual cooperation with central ministries and public institutions."
