충청광역연합의회(의장 노금식)는 12월 16일부터 30일까지 15일간 제7회 제2차 정례회를 개최한다.
16일 제1차 본회의에서 김현미 의원과 구형서 의원이 5분 자유발언을 진행했다. 이어 충청광역연합이 제출한 2025년도 제3회 추가경정예산안과 2026년도 예산안에 대한 제안설명이 실시됐다.
박란희 의원이 대표발의한 성평등가족부 세종 이전 촉구 건의안과 이옥규 의원이 대표발의한 2026 대한민국 지방시대엑스포 충청권 유치 촉구 건의안이 처리됐다.
제2대 충청광역연합장 선출 투표에서 최민호 세종특별자치시장이 당선됐다.
2025년 제3회 추가경정예산안은 기정예산 5,625백만원 대비 변동이 없다. 연내 집행이 어려운 사업에 대해 계약 이행 보장을 위한 명시이월 예산을 반영했다.
2026년도 예산안은 2025년도 본예산 5,600백만원 대비 0.45% 증액한 5,625.1백만원으로 편성됐다.
일정은 16일 개회식과 제1차 본회의, 17일 각 상임위원회, 18일 예산결산특별위원회 예산안 심의, 30일 제2차 본회의 예산안 처리 및 폐회로 진행된다.
노금식 의장(충북 음성군2, 국민의힘)은 "이번 정례회는 2025년을 마무리하고 2026년을 대비하는 중요한 시점"이라며 "어려운 재정 여건 속에서 편성된 예산인 만큼 올바른 방향으로 편성될 수 있도록 심의에 최선을 다해 달라"고 당부했다. 이어 "충청광역연합의회는 책임 있는 심의와 합리적인 의사결정을 통해 주민의 기대에 부응하겠다"고 덧붙였다.

A motion to urge the relocation of the Gender Equality and Family Ministry to Sejong, sponsored by Councilor Park Ran-hee, was processed. A motion to urge the Chungcheong region's candidacy for the 2026 Republic of Korea Regional Era Expo, sponsored by Councilor Lee Ok-gyu, was also processed.
Choi Min-ho, Mayor of Sejong Special Self-Governing City, was elected at the voting for the second Chungcheong Bloc Assembly Chairman.
The 2025 third supplementary budget carries no change from the baseline budget of 5,625 million won. The budget reflects carry-forward provisions to guarantee contract performance for projects difficult to execute within the year.
The 2026 budget is set at 5,625.1 million won, a 0.45 percent increase from the 2025 baseline budget of 5,600 million won.
The schedule includes the opening ceremony and first plenary session on December 16, standing committee meetings on December 17, budget and settlement committee deliberations on December 18, and second plenary session proceedings and adjournment on December 30.
Chairman No Geum-sik (Chungbuk Eumseong County District 2, People Power Party) stated: "This regular session marks a critical moment to conclude 2025 and prepare for 2026." He added: "Given the tight fiscal conditions under which this budget was formulated, we request utmost diligence in ensuring its proper composition." Chairman No continued: "The Chungcheong Bloc Assembly commits to meeting constituents' expectations through responsible deliberation and rational decision-making."
