충남도는 12월 4일 도청 중회의실에서 도비도·난지도 해양관광복합단지 조성 사업의 첫 전담팀 회의를 개최했다.
전형식 충남 정무부지사, 전상욱 해양수산국장, 당진시 공무원, 용역사 등 20여 명이 참석한 이번 회의는 지난 9월 24일 업무협약 체결 이후 2개월 만에 열렸다.
참석자들은 특구 지정, 인허가 절차, 개발계획 보완 등 핵심 과제를 점검했다. 당진시는 11월 11일 실시한 주민공청회와 관련 부처 협의를 거쳐 12월 중 중소벤처기업부에 특구 지정 신청서를 제출할 계획을 보고했다.
도는 개발의 전체 구상과 인허가 절차, 협의 일정, 특구 지정과 난지도 지구단위계획구역지정 등 행정절차 지원 방향을 제시했다. 기반시설 배치, 환경·재해영향평가, 단계별 개발 로드맵 등 구체적 추진 방향도 함께 논의했다.

도비도 구역에는 해양치유 호텔·콘도, 글램핑 타운, 인공 라군, 해수스파 시설이 들어서고, 난지도 구역에는 최고급 골프장, 오션콘도, 짚라인, 펫가든, 유람선 등 다양한 레저시설이 조성될 예정이다.
참석자들은 "사업 추진력을 위해 초기 장애요인을 선제적으로 해결해야 한다"며 인허가와 계획 변경 과정에서 행정절차 지연을 최소화해야 한다는데 공감했다.
도는 해양수산국장을 중심으로 6개 실국 7개 과가 참여하는 지원 전담팀을 운영해 특구 지정 지원, 인허가, 계획 변경 등을 빠르게 처리한다는 방침이다. 동시에 연중 전지훈련 특화시설 지원, 체류형 음식 연구개발센터 구축 등 국가 공모사업을 추진해 민간 투자를 유도하고, 지역 기업과 인력을 우선 활용하는 상생 발전 모델을 구축한다.
전형식 정무부지사는 "도비도·난지도는 충남의 새로운 미래를 여는 공간"이라며 "충남 서해안이 세계적 해양레저관광지로 도약하는데 필요한 준비를 진행하겠다"고 말했다.

Chungcheongnam Province held the first task force meeting for the Dobiedo-Nanji Island maritime tourism complex development project on December 4 at the provincial government conference room.
The meeting was attended by approximately 20 participants, including Jeon Hyeong-sik, Vice Governor for Political Affairs, Jeon Sang-wook, Director of the Marine and Fisheries Bureau, Dangjin City officials, and consulting firms. The meeting took place two months after the business agreement was signed on September 24.
Attendees reviewed key tasks including special zone designation, licensing procedures, and development plan revisions. Dangjin City reported plans to submit a special zone designation application to the Small and Medium Business Administration during December, following the public hearing held on November 11 and consultations with related agencies.
The province presented the overall development concept, licensing procedures, consultation schedules, and administrative procedures necessary for special zone designation and Nanji Island district unit plan zone designation. Specific implementation directions including infrastructure layout, environmental and disaster impact assessments, and phased development roadmaps were also discussed.
The Dobiedo area will feature marine healing hotels and condominiums, glamping town, artificial lagoon, and seawater spa facilities. The Nanji Island area will include a championship golf course, ocean condominiums, zip line, pet garden, and sightseeing boats among various leisure facilities.
Attendees agreed that "proactive resolution of early-stage obstacles is necessary to gain project momentum" and emphasized minimizing administrative procedure delays in licensing and plan modification processes.
The province will operate a dedicated support task force consisting of six bureaus and seven departments under the Marine and Fisheries Bureau director to expedite special zone designation support, licensing, and plan modifications. Simultaneously, the province will pursue national public project proposals including year-round training facility support and establishment of food research and development centers to attract private investment and build a co-prosperity development model prioritizing local businesses and workforce.
Vice Governor Jeon Hyeong-sik stated, "Dobiedo and Nanji Island are spaces opening a new future for Chungcheongnam Province," and added, "We will proceed with necessary preparations for Chungcheongnam's West Coast to advance as a world-class maritime leisure tourism destination."
