충북 괴산군(군수 송인헌)이 2025년 상반기 생활인구 통계에서 충북 도내 군 지역 가운데 1위를 기록했다. 행정안전부와 통계청이 16일 발표한 2025년 2분기 기준 생활인구 통계에서 괴산군은 이같은 실적을 달성했다.
괴산군 상반기 누적 생활인구는 148만 285명이다. 분기별 현황은 1분기 61만 603명, 2분기 86만 8,682명이다. 5월 한 달 생활인구는 31만 6,435명으로 상반기 중 최고치를 기록했다.
생활인구는 주민등록인구와 등록외국인 같은 등록인구에 월 1회 이상, 하루 3시간 이상 체류하는 인구를 더한 지표다. 정주 인구뿐 아니라 일시 체류 인구까지 포함하는 새로운 통계 개념이다.
괴산군은 2024년 누적 생활인구 352만 명으로 군 단위 1위를 기록했으며, 2025년에도 상승 추세를 지속하고 있다. 송인헌 군수는 2022년 민선 8기 출범 이후 3년간 지역경제 구조를 선순환 체계로 전환한 결과라고 분석했다.
괴산군은 농업을 기반으로 축제, 관광, 스포츠 분야에 전략적 투자를 진행했다. 빨간맛페스티벌, 괴산고추축제, 괴산김장축제 등 농특산물 연계 축제를 개최해 방문객 유입과 지역 소비로 이어지는 구조를 구축했다.

송인헌 군수는 "체류인구는 지방소멸 위기 극복을 위한 중요한 새로운 지표"라며 "오고 싶고 머물고 싶은 괴산 조성을 위해 맞춤형 인구정책을 지속 추진하겠다"고 말했다.
그는 "생활인구는 지방소멸대응기금 평가와 보통교부세 산정 지표로 활용되는 만큼, 정부 예산 확보에 큰 도움이 될 것으로 기대한다"고 덧붙였다.

The county reached this milestone according to the first half of 2025 second quarter living population statistics announced by the Ministry of the Interior and Safety and Statistics Korea on December 16.
Goesan County recorded a cumulative living population of 1,482,850 in the first half of 2025. The quarterly breakdown shows 610,603 in the first quarter and 868,682 in the second quarter. The living population in May alone reached 3,164,350, marking the highest level in the first half of the year.
Living population is a statistical metric that combines registered population—including residential registration population and registered foreigners—with population that stays for at least one day, three hours or more, at least once per month. This new indicator encompasses not only resident population but also temporary resident population.

County Governor Song In-hun stated, "Living population is an important new indicator for overcoming the regional decline crisis. We will continuously promote customized population policies to create a Goesan where people want to visit and stay."
He added, "Since living population is used as an evaluation indicator for the Regional Decline Response Fund and as a metric for calculating standard local allocation tax, we expect significant assistance in securing government budget allocations."
