충북대학교와 한국교통대학교 통합 논의가 난항을 겪는 가운데 김영환 충북지사가 도 차원의 역할을 본격 검토하라고 지시했다.
김 지사는 15일 도청 대회의실에서 열린 확대간부회의에서 "충북대와 교통대 통합이 차질을 빚으며 글로컬대학 사업 자체가 취소될 수 있는 상황에 대해 도민들이 우려하고 있다"며 "관련 부서는 현재 상황을 면밀히 파악하고 양 대학과 적극적으로 논의해 달라"고 주문했다.
김 지사는 "충북대 총장이 사퇴 의사를 밝힌 상황에서 대학 내부 논의가 다시 시작될 가능성도 있을 것"이라며 "도에서는 간섭이 아닌 협력 차원에서 양 대학과 소통하고 통합 쟁점을 점검해, 필요하다면 중재와 조정에도 힘써달라"고 강조했다.
김 지사는 이날 회의에서 공공기관의 개인정보 보호와 외부 공격 대응체계 강화도 주문했다. 김 지사는 "공공기관 정보 유출은 행정에 대한 신뢰를 훼손하는 사안인 만큼 정보 접근 권한과 보안 체계를 전면 점검하고, 취약 요인은 즉시 보완해야 한다"고 말했다.
도 소속 사업 현장의 안전관리 강화도 당부했다. 김 지사는 "윤슬관과 그림책정원 등 청사 내부를 비롯해 도내 곳곳에서 공사가 동시다발적으로 진행되고 있는 만큼 안전관리에 대한 경각심을 높이고, 스마트 안전관리시스템 등 실효성 있는 대책을 강구해 달라"고 지시했다.
김 지사는 "앞으로 남은 2주는 올 한 해 도정을 정리하는 매우 중요한 시기"라며 "올해 마무리해야 할 일과 내년에 이어갈 과제를 점검하고 유종의 미를 거둬달라"고 덧붙였다.

Chungbuk Governor Kim Young-hwan ordered a full review of the province's role as merger discussions between Chungbuk National University and Korea National University of Transportation face difficulties.
Governor Kim stated at an expanded executive meeting held in the provincial office conference room on December 15, "Residents are concerned about the situation where the Glocal University project itself could be canceled as the merger between CBNU and KNUT encounters setbacks." He instructed, "Related departments should closely assess the current situation and actively discuss with both universities."
Governor Kim emphasized, "With the CBNU president having expressed his intention to resign, there is a possibility that internal university discussions may restart." He added, "The province should communicate with both universities through cooperation rather than interference, review merger issues, and work on mediation and coordination if necessary."
Governor Kim also ordered strengthening personal information protection and external attack response systems for public institutions at the meeting. He said, "As information leaks from public institutions damage trust in administration, we must fully review information access rights and security systems and immediately address vulnerable factors."
He also urged enhanced safety management at provincial project sites. Governor Kim instructed, "As construction is proceeding simultaneously throughout the province, including inside the government complex such as Yunseulgwan and Picture Book Garden, raise awareness about safety management and devise effective measures such as smart safety management systems."
Governor Kim added, "The remaining two weeks are a very important period for wrapping up this year's provincial administration. Please review tasks to complete this year and projects to continue next year, and finish well."
