대전시의회 김영삼 의원(국민의힘, 서구2)이 15일 우주항공산업진흥원의 대전 설립을 촉구하는 건의안을 대표발의했다.
김 의원은 291회 제2차 정례회 제3차 본회의에서 '우주항공산업진흥원의 대전 설립 촉구 건의안'을 제출했다. 우주항공청이 추진 중인 우주항공산업진흥원은 우주산업의 정책개발·사업화·해외진출 지원을 전담할 핵심기관이다.
건의안은 우주항공산업을 국가 안보와 첨단산업 경쟁력을 주도하는 전략산업으로 규정했다. 설립 예정인 진흥원의 입지를 대전으로 선정해 대전이 우주산업의 컨트롤타워 역할을 하도록 촉구하는 내용을 담았다.
김 의원은 제안 설명에서 "우주항공산업은 첨단 기술의 정수이자 대한민국의 미래 먹거리"라고 했다. 이어 "설립 예정인 우주항공산업진흥원은 우주개발 산업을 촉진하고 범부처 종합 정책을 수립하는 두뇌 역할을 할 것"이라고 했다.
김 의원은 대전의 입지 조건으로 "대전은 이미 과학수도로서 한국항공우주연구원 등 첨단과학 분야의 국가 핵심 기관이 집적된 도시"라고 했다. 또 "인공위성체계 개발을 주도한 대전이야말로 우주항공산업진흥원의 최적지"라고 강조했다.
김 의원은 "대전에 우주항공산업진흥원을 설립하는 일은 국가 우주산업 전략의 파급효과를 극대화하기 위한 합리적인 선택이 될 것"이라며 "대전이 우주산업의 컨트롤타워 역할을 할 수 있도록 제도적 기반을 마련해 줄 것을 강력히 요청한다"고 말했다.
이날 채택된 건의안은 대통령실, 국회, 과학기술정보통신부, 관련 정당에 전달될 예정이다.

Councilman Kim Young-sam of Daejeon Metropolitan Council (People Power Party, Seo-gu District 2) proposed a motion on December 15th during the Third Plenary Session of the Second Regular Session of the 291st Council to establish an Aerospace Industry Promotion Agency in Daejeon.
The motion identifies the aerospace industry as a strategic sector that leads national security and advanced industrial competitiveness. It urges the selection of Daejeon as the location for the Aerospace Industry Promotion Agency, which the Korea Aerospace Administration is preparing to establish, and calls for Daejeon to serve as the control tower for the space industry.
The Aerospace Industry Promotion Agency is a key institution being promoted by the Korea Aerospace Administration. It is expected to be responsible for policy development, commercialization of space industry projects, and support for overseas expansion.
During his explanation of the proposal, Councilman Kim stated, "The aerospace industry is the essence of advanced technology and Korea's future source of growth." He added, "The Aerospace Industry Promotion Agency, to be established in the future, will serve as the brain that promotes the space development industry and establishes comprehensive policies at the inter-ministerial level."
Regarding Daejeon's qualifications, Councilman Kim stated, "Daejeon is already Korea's science capital and a city where national key institutions in advanced science fields, such as the Korea Aerospace Research Institute, are concentrated." He emphasized, "Daejeon, which led the development of satellite systems, is the optimal location for the Aerospace Industry Promotion Agency."
Councilman Kim concluded by saying, "Establishing the Aerospace Industry Promotion Agency in Daejeon will be a rational choice to maximize the ripple effects of the nation's space industry strategy." He further stated, "We strongly request that institutional foundations be prepared to enable Daejeon to serve as the control tower for the space industry."
The motion adopted at the plenary session will be transmitted to the Office of the President, the National Assembly, the Ministry of Science and ICT, and relevant political parties.
