이번 건의문은 환경규제와 지역 발전의 조화를 도모하려는 취지에서 제시됐다. 주요 내용은 방치된 유지부지를 활용한 수변 생태벨트 및 공공 녹지공간 조성, 대청호 담수구역 내 주민 불편 해소 및 이용환경 개선, 대청호 수변구역 규제 완화를 통한 지역 문화·관광사업 활성화 등이다. 추복성 의장은 "대청호는 옥천의 소중한 자산이지만 과도한 규제로 지역 주민과 관광객이 제대로 누리지 못하고 있다"며 "유지부지를 친환경 공공공간으로 전환하면 대청호 관광 활성화와 주민 삶의 질 향상에 도움이 될 것"이라고 말했다.

Assembly Chair Chu Bok-sung stated, "Daecheong Lake is a precious asset for Okcheon, but excessive regulations prevent local residents and tourists from fully benefiting from it," adding that "converting the maintenance area into an eco-friendly public space will contribute significantly to Daecheong Lake tourism activation and improved resident quality of life."
