김영환 충북지사는 27일 충북도청에서 열린 확대간부회의에서 농어촌 기본소득 시범사업 관련 "도내 지자체가 한 곳도 선정되지 않은 것은 납득하기 어렵다"며 추가 지역 선정이 필요하다는 입장을 밝혔다. 더불어민주당 소속 충북도의원들도 이날 충북도청 브리핑룸에서 기자회견을 열고 "농어촌 기본소득 시범사업에 충북이 반드시 추가 선정돼야 한다"고 강조했다. 박병천(더불어민주당·증평) 도의회 원내대표는 "전국 농촌 광역단체 중 충북만 유일하게 탈락된 것은 형평성에 어긋난다"며 "충북 옥천군 등을 추가 지정해야 한다"고 말했다. 이어 "이 사업은 재정이 열악한 지자체 부담이 크다"며 "국비 부담을 80% 정도로 확대해야 농촌지역 소멸대책이라는 취지에 맞다"고 지적했다.

시민단체·군의원들도 동참

균형발전지방분권 충북본부와 충북민간사회단체총연합회도 기자회견을 열고 "농어촌 기본소득 충북 제외는 형평성을 넘어 특정 지역을 홀대하는 처사"라고 밝혔다. 신송규(국민의힘·다 선거구) 괴산군의원도 제346회 괴산군의회 임시회 본회의 5분 자유발언에서 "충북도는 도민 53%가 청주시에 집중된 대표적 인구 불균형 지역"이라며 "국가 전체의 인구 불균형 문제를 검증하고 해결하기 적합한 지역임에도 농촌 기본소득에서 배제된 것은 이해할 수 없다"고 말했다. 지난 21일 이상정(더불어민주당·음성1) 충북도의원은 '농어촌 기본소득 시범사업 충북 추가지정 촉구 기자회견'을 통해 이 문제를 처음 제기했다. 이후 국회와 충북도, 옥천군 등에서 충북 추가지정을 요구하는 기자회견이 지속되고 있다. 농림축산식품부의 농어촌 기본소득 사업은 농촌인구소멸에 대응하기 위해 대상지역 주민 전체에 월 15만원(국비 40%·지방비 60%)의 지역화폐를 2년간 지급하는 사업이다. 이 사업에는 경기 연천, 강원도 정선, 충남 청양, 전북 순창, 전남 신안, 경북 영양, 경남 남해가 포함됐다. 전국 농촌 광역자치단체 중 이 사업에 포함되지 않은 지역은 충북이 유일하다.

North Chungcheong Provincial Council members belonging to the Democratic Party of Korea also held a press conference in the briefing room of the Provincial Office on this day and emphasized, "North Chungcheong must be additionally selected for the rural basic income pilot project." Shin Song-gyu (People Power Party·Multi-constituency), Goesan County Council member, also said in a five-minute free speech at the plenary session of the 346th Goesan County Council extraordinary session, "North Chungcheong Province is a representative population imbalance region with 53% of provincial residents concentrated in Cheongju City," adding, "It is incomprehensible that it was excluded from rural basic income despite being a suitable region to verify and solve the problem of population imbalance throughout the country." On the 21st, North Chungcheong Provincial Council member Lee Sang-jeong (Democratic Party·Eumseong 1) first raised this issue through a 'press conference urging additional designation of North Chungcheong for rural basic income pilot project.' This project included Yeoncheon in Gyeonggi, Jeongseon in Gangwon, Cheongyang in South Chungcheong, Sunchang in North Jeolla, Sinan in South Jeolla, Yeongyang in North Gyeongsang, and Namhae in South Gyeongsang. North Chungcheong is the only region among rural metropolitan local governments nationwide not included in this project.
