이옥규(국민의힘·청주5) 충북도의원이 금융취약계층을 위한 충북도의 행정을 강하게 비판하며 금융복지 전담기구 설치와 예산 반영을 촉구했다.
이 의원은 15일 열린 430회 정례회 3차 본회의 5분 자유발언에서 "빚으로 삶이 무너지는 도민 앞에서 충북도가 손을 놓고 있다"며 '충청북도 금융복지상담 지원에 관한 조례'의 실질적 이행과 금융복지상담센터(가칭) 설치를 요구했다.
이 의원은 "조례 공포 이후 센터 설치 기본계획, 실행 로드맵, 조직·인력 배치안 등 구체적인 추진이 전혀 제시되지 않았다"며 "조례는 있는데 행정은 마치 존재하지 않는 것처럼 멈춰 서 있다"고 지적했다.
이 의원은 2026년도 본예산과 관련해 "조례를 실제로 실행할 첫 예산임에도 금융복지상담센터 설치와 금융취약계층 통합지원과 직접 연관된 예산은 단 1원도 없다"며 "예산 0원 편성은 사실상 '하지 않겠다'는 선언과 다르지 않다"고 비판했다.
이 의원은 도에 금융복지상담센터 설치 전담기구 즉시 구성 및 설치 시기·위치·규모·단계별 확충 계획 수립을 요구했다. 2026년 예산 재검토를 통한 연구용역·시범운영·인력 확보 등 최소 재원 반영도 촉구했다. 충북신용보증재단, 소상공인지원기관, 정신건강·자살예방·복지기관 등과 연계한 '빚·복지·심리·일자리' 원스톱 지원 모델 설계도 요구했다.
이 의원은 "입법만 있고 집행이 없는 조례는 도민의 삶을 바꾸지 못한다"며 "금융취약계층을 위해 아무것도 하지 않는 '0원 행정'을 여기서 끝내야 한다"고 강조했다.

Chungbuk Provincial Councilor Lee Ok-gyu (People Power Party, Cheongju 5) strongly criticized Chungbuk Province's administration for financially vulnerable groups and urged the establishment of a dedicated financial welfare organization and budget allocation.
Councilor Lee demanded the practical implementation of the "Chungcheongbuk-do Ordinance on Financial Welfare Counseling Support" and the establishment of a Financial Welfare Counseling Center (tentative name) during a 5-minute free speech at the 3rd plenary session of the 430th regular session held on December 15. He stated, "Chungbuk Province has given up on residents whose lives are collapsing under debt."
Councilor Lee pointed out, "Since the ordinance was promulgated, no concrete progress has been presented, including the basic plan for center establishment, implementation roadmap, or organization and personnel deployment plans." He added, "The ordinance exists, but the administration has stopped as if it doesn't exist."
Regarding the 2026 main budget, Councilor Lee criticized, "Even though this is the first budget to actually implement the ordinance, there is not a single won directly related to the establishment of the Financial Welfare Counseling Center and integrated support for financially vulnerable groups." He added, "A zero-won budget allocation is no different from a declaration that they 'will not do it.'"
Councilor Lee demanded the province immediately form a dedicated organization for establishing the Financial Welfare Counseling Center and establish plans for timing, location, scale, and phased expansion. He also urged reflecting minimum funding through a review of the 2026 budget, including research services, pilot operations, and personnel securing. He also requested the design of a "debt-welfare-psychological support-employment" one-stop support model in connection with the Chungbuk Credit Guarantee Foundation, small business support organizations, and mental health, suicide prevention, and welfare organizations.
Councilor Lee emphasized, "An ordinance with only legislation and no execution cannot change the lives of residents." He added, "The 'zero-won administration' that does nothing for financially vulnerable groups must end here."
