정은경 보건복지부 장관 진천군 방문 간담회

정은경 보건복지부 장관이 12일 충북 진천군을 찾았다. 2026년 3월 전국 시행을 앞둔 돌봄통합지원법 준비 상황을 직접 확인하기 위해서다.
진천군은 전국 통합돌봄 우수 지자체로 꼽힌다. 7년간 보건 의료 돌봄을 하나로 묶어 운영해왔다.
정 장관은 간담회를 시작으로 일정에 들어갔다. 진천군 통합돌봄 성과를 보고받고 현장 공무원과 전문가 의견을 들었다.
돌봄스테이션도 둘러봤다. 의사 간호사 영양사 사회복지사 물리치료사가 한 팀으로 움직인다. 어르신이 병원에 입원하면 바로 퇴원 후 생활을 설계한다. 퇴원 당일부터 가사 식사 목욕 등 일상 지원과 방문진료 간호 재활 등 의료 서비스가 동시에 투입된다.
정 장관은 이 시스템에 만족감을 드러냈다. 재택의료센터에서는 장기요양 등급자 대상 의료 서비스 운영 방식도 확인했다.
송기섭 진천군수는 환담 자리에서 충북 필수의료 현실을 꺼냈다.
현재 충북 권역응급의료센터는 충북대병원 단 1곳뿐이다. 남부권 응급환자는 대전까지 가야 한다. 결과는 숫자로 나타난다. 2023년 충북 치료가능사망률은 인구 10만 명당 49.94명. 전국 평균 45.36명을 훌쩍 넘어 전국 1위다.
송 군수는 권역응급의료센터 추가 지정과 닥터헬기 배치를 요청했다. 필수의료 특별법 조속 통과도 건의했다. 건의서와 호소문을 직접 전달했고 정 장관은 적극 검토를 약속했다.
정은경 장관은 "진천군 경험은 제도 시행 준비에 중요한 자료"라며 "현장 의견을 정책에 적극 반영하겠다"고 밝혔다.
송기섭 군수는 "주민이 살던 곳에서 건강하게 살 수 있도록 통합 돌봄체계를 계속 강화하겠다"고 답했다.

She also toured the Care Station. Doctors, nurses, nutritionists, social workers, and physical therapists work as one team. When elderly residents are hospitalized, post-discharge life planning begins immediately. Daily support including housework, meals, and bathing, plus medical services such as home visits, nursing, and rehabilitation, all kick in from discharge day.
Minister Jeong expressed satisfaction with this system. At the Home Medical Center, she also reviewed medical service operations for long-term care grade recipients.
Governor Song Ki-seop of Jincheon-gun raised the reality of essential medical care in Chungbuk during their conversation.
Currently, Chungbuk has only one regional emergency medical center at Chungbuk National University Hospital. Emergency patients in the southern region must travel to Daejeon. The numbers tell the story. In 2023, Chungbuk's preventable mortality rate hit 49.94 per 100,000 population. That far exceeds the national average of 45.36, ranking first nationwide.
Governor Song requested additional designation of a regional emergency medical center and deployment of a doctor helicopter. He also urged prompt passage of the Special Act on Essential Medical Care. He personally handed over a petition and appeal letter. Minister Jeong promised active review.
Minister Jeong Eun-kyeong said, "Jincheon-gun's experience is important data for preparing system implementation," adding, "We will actively reflect field opinions in policy."
Governor Song Ki-seop responded, "We will continue strengthening the integrated care system so residents can live healthily where they have always lived."
