◆부정유통 적발 본격화
충주시 부정유통 방지를 위해 11월 24일부터 12월 12일까지 3주간 일제 단속을 진행한다. 부정거래 추적 시스템을 통한 상시 모니터링 외에도 이번 기간에는 부정유통신고센터와 이상거래 탐지시스템을 연계해 운영한다. 시민신고를 통해 제보된 거래와 시스템이 자동으로 추출한 부정 의심 거래 목록을 확보하고 해당 가맹점을 직접 현장 단속할 예정이다.
◆단속 대상 4가지 행위
물품 판매나 용역 제공 없이 상품권을 수취하는 행위를 적발 대상으로 삼는다. 실제 매출금액을 초과하는 거래로 상품권을 부정 수취하는 경우도 단속한다. 등록제한 업종을 영위하면서 상품권 가맹점으로 운영하는 불법행위와 상품권 결제를 거부하거나 다른 결제 수단보다 차별적으로 대우하는 행위도 포함된다.
◆행정처분 및 협조 당부
적발된 부정유통 행위에 대해 현장 계도, 가맹점 등록취소, 과태료 부과 등 관련 법령에 따른 행정처분을 실시한다. 판매·환전 대행점의 전반적인 관리 실태도 동시에 점검한다. 박미정 충주시 경제과장은 "시민 혜택에 누수를 예방하는 정밀한 단속을 시행한다"며 "시민 및 가맹점, 판매대행점의 적극 협조"를 요청했다. 올해 충주사랑상품권은 약 1,300억 원이 판매되었으며 13% 할인율로 예산 소진 시까지 운영된다.

◆Four Target Behaviors for Crackdown
Receipt of gift certificates without actual sale of goods or provision of services is designated as a target for detection. Cases where merchants obtain gift certificates through transactions exceeding actual sales amounts are also subject to enforcement action. Illegal operations of merchants registered as gift certificate merchants while engaging in restricted business types are included, as is refusal to accept gift certificates or discriminatory treatment compared to other payment methods.
◆Administrative Measures and Cooperation Request
Administrative sanctions including on-site guidance, merchant registration cancellation, and penalty charges are imposed on detected illegal distribution cases according to relevant laws. Overall management conditions of sales and redemption agencies are simultaneously inspected. Chungju City Economic Affairs Division Chief Park Mi-jeong stated, "We will conduct precise inspections to prevent loss of citizen benefits," and requested "active cooperation from citizens, merchants, and sales agencies." This year, approximately 130 billion won in Chungju Love gift certificates have been sold and will continue operating with a 13% discount rate until budget allocation is exhausted.
