더불어민주당이 대전·충남 통합특별시 출범을 본격 추진한다. 내년 6·3 지방선거에서 통합시장을 선출하고 7월 1일 통합시 출범을 목표로 속도전에 나선다.

민주당은 24일 국회 본청에서 대전·충남 통합 및 충청지역 발전 특별위원회 첫 회의를 열고 통합 추진 의지를 다졌다.

정청래 대표는 이날 회의에서 "국토의 중심이자 민심의 중심이고 국가균형발전의 실현이 가장 먼저 시작될 공간이 바로 충청"이라며 "충남·대전을 통합해 서울특별시 못지않은 특별시로 만들겠다는 의지로 모였다"고 밝혔다.

정 대표는 "이재명 대통령께서도 충남·대전 행정 통합 추진에 대한 강력한 의지를 표명했다"며 "국가 균형 발전의 본격적 시작"이라고 강조했다. 그는 "충남·대전 통합은 여러 행정 절차가 이미 진행돼 국회에서 법이 통과하면 빠르면 한 달 안에도 가능하다"며 속도감 있는 추진을 예고했다.

특위 상임위원장인 황명선 최고위원은 통합특별시의 청사진을 제시했다. 황 최고위원은 "통합특별시는 서울특별시와 제주특별자치도 수준의 자치 분권 권한과 재정 분권을 기본으로 갖출 것"이라고 설명했다.

구체적인 추진 일정도 공개됐다. 황 최고위원은 "1월 한 달 동안 충남 도민과 대전 시민의 충분한 의견을 듣는 공론화 과정을 진행할 것"이라며 "통합 특별법은 1월 중 발의하고 늦어도 2월까지 국회에서 처리하겠다"고 밝혔다. 이어 "내년 6·3 지방선거에서 통합시장 선출, 7월 1일 통합특별시 출범을 목표로 준비할 것"이라고 덧붙였다.

이날 회의에는 공동위원장인 박범계·이정문·박정현 의원을 비롯해 어기구·박수현·박용갑·조승래·문진석·복기왕·이재관·장종태 의원이 참석했다. 양승조 전 충남지사, 허태정 전 대전시장 등 대전·충남 지역 인사들도 함께했다.

Democratic Party Targets July Launch for Integrated Daejeon-South Chungcheong Special City

First special committee meeting held; aims for public consultation in January and National Assembly passage by February

The Democratic Party of Korea is moving forward with plans to establish an integrated special city combining Daejeon and South Chungcheong Province. The party aims to elect an integrated mayor in the June 3 local elections next year and launch the unified city on July 1.

The party held the first meeting of its Special Committee on Daejeon-South Chungcheong Integration and Chungcheong Regional Development at the National Assembly on December 24, reaffirming its commitment to the integration initiative.

Party leader Jung Chung-rae stated at the meeting, "Chungcheong is the center of the nation's land and public sentiment, and the space where national balanced development will first be realized." He added, "We have gathered with the determination to integrate South Chungcheong and Daejeon into a special city rivaling Seoul."

Jung emphasized, "President Lee Jae-myung has also expressed strong commitment to pursuing administrative integration of South Chungcheong and Daejeon. This is truly the beginning of national balanced development." He noted, "Various administrative procedures for integration are already underway, and once the law passes the National Assembly, it could be possible within a month. We will pursue this with speed."

Standing Committee Chair and Supreme Council member Hwang Myung-sun presented the blueprint for the integrated special city. Hwang explained, "The integrated special city will have autonomous and fiscal decentralization authority at the level of Seoul Special City and Jeju Special Self-Governing Province."

A specific timeline was also announced. Hwang stated, "During January, we will conduct a public consultation process to hear sufficient opinions from South Chungcheong residents and Daejeon citizens." She added, "The special integration law will be proposed in January and processed by the National Assembly by February at the latest. We will prepare with the goal of electing an integrated mayor in the June 3 local elections and launching the integrated special city on July 1."

The meeting was attended by co-chairs Rep. Park Beom-gye, Rep. Lee Jeong-moon, and Rep. Park Jeong-hyun, along with Reps. Eo Gi-gu, Park Soo-hyun, Park Yong-gap, Cho Seung-rae, Moon Jin-seok, Bok Gi-wang, Lee Jae-gwan, and Jang Jong-tae. Former South Chungcheong Governor Yang Seung-jo and former Daejeon Mayor Heo Tae-jeong also participated.
