김현기 청주시의회 의장이 송년사와 신년사를 통해 2025년 의정활동 성과를 정리하고, 2026년 '제심합력(齊心合力)'의 정신으로 시민 행복을 위한 의정활동에 매진하겠다고 밝혔다.
김 의장은 송년사에서 "2025년 청주시의회는 '시민의 행복'을 중심에 두고 의정활동을 이어왔다"며 "인화사성을 기치로 대화와 협력을 의정의 기반으로 삼고, 여야가 신뢰 속에 움직이는 합리적 의회를 지향했다"고 한 해를 돌아봤다.
청주시의회는 올해 300여 건이 넘는 안건을 처리하며 시민 삶과 직결된 현안을 다뤘고, 5분 자유발언을 통해 시민의 요구를 시정에 반영하고자 했다. 행정사무감사에서는 공공행정 전반의 책임성과 효율성을 점검해 지방의회 본연의 견제·감시 기능을 수행했다.
김 의장은 올해 주요 성과로 제1회 충청북도 시·군 한마음체육대회 개최와 전국 기초의회와 연대한 '지방의회법' 제정 요구를 꼽았다. 그는 "도내 11개 시·군이 함께 뛰고 웃으며 상생의 가치를 확인한 뜻깊은 자리였다"며 "지방자치 30주년을 맞아 진정한 지방분권 시대를 열기 위한 역사적 과제로서 큰 의미를 지닌 첫걸음이었다"고 평가했다.
청주공항 민간 전용 활주로 신설과 특례시 지정 문제에 대해서도 강한 추진 의지를 밝혔다. 김 의장은 "청주공항 활주로 신설은 지역 경제와 물류 경쟁력, 시민 이동권을 담아낸 미래 성장의 기반"이라며 "반드시 해결해야 할 사명으로 끝까지 추진하겠다"고 강조했다. 인구 89만 명 도시임에도 일반시 체계에 머물고 있는 특례시 지정 문제 역시 청주 도약을 위한 필수 과제로 정부와 국회에 꾸준히 제도 개선을 요청해왔다고 덧붙였다.
신년사에서 김 의장은 2026년 신년화두로 '제심합력'을 제시했다. 그는 "마음을 모아 각자의 자리를 다지고 나아갈 때 정책은 토대가 되고 실천을 통해 도시의 변화로 이어진다"며 "시민과 행정, 의회가 제 역할을 다할 때 청주는 한 단계 더 도약할 수 있다"고 밝혔다.
김 의장은 청주가 나아갈 방향에 대해 "문화와 관광이 도시의 얼굴이 되고, 첨단산업이 미래의 먹거리가 되며, 민생경제가 시민의 일상을 단단히 받쳐주는 도시"라고 제시하며 "도시공간의 혁신, 안전과 돌봄의 촘촘한 그물이 더해질 때 청주는 '살고 싶은 도시'가 된다"고 강조했다.
그는 "조례와 제도를 선제적으로 정비해 정책이 시민의 삶에 제때 닿도록 하겠다"며 "예산은 집행 속도가 아니라 정책의 효과와 시민 체감도를 기준으로 면밀히 점검하고, 잘하는 행정에는 힘을 실어주되 머뭇거리는 행정에는 냉정하게 질문하겠다"고 다짐했다.

Year-end and New Year's addresses emphasize resolve to achieve special city status and new civilian runway at Cheongju Airport
Cheongju City Council Chairman Kim Hyun-gi reviewed the achievements of 2025 legislative activities through his year-end and New Year's addresses, pledging to dedicate council efforts to citizens' happiness in 2026 under the spirit of "Jesimhapryeok" (unity of hearts and combined strength).
In his year-end address, Chairman Kim reflected on the past year, stating, "In 2025, the Cheongju City Council continued its legislative activities with 'citizens' happiness' at the center. We aimed for a rational council where ruling and opposition parties move together in trust, with dialogue and cooperation as the foundation of our work."
The council processed over 300 agenda items this year addressing issues directly affecting citizens' lives and sought to reflect citizens' demands in city administration through five-minute free speech sessions. During administrative affairs audits, the council fulfilled its inherent oversight and monitoring functions by examining accountability and efficiency across public administration.
Chairman Kim cited the hosting of the first Chungcheongbuk-do City and County Unity Sports Festival and the joint demand with nationwide basic councils for enactment of the "Local Council Act" as major achievements. He evaluated these as "a meaningful occasion where 11 cities and counties in the province ran and laughed together, confirming the value of mutual prosperity" and "a significant first step as a historic task to open a true era of local autonomy on the 30th anniversary of local self-governance."
He also expressed strong commitment to the construction of a civilian-only runway at Cheongju Airport and the designation of Cheongju as a special city. Chairman Kim emphasized, "The new runway at Cheongju Airport is the foundation for future growth, encompassing regional economy, logistics competitiveness, and citizens' mobility rights. We will pursue this to the end as a mission that must be resolved." He added that the special city designation issue—despite the city's population of 890,000 yet remaining under the regular city system—has been continuously presented to the government and National Assembly as an essential task for Cheongju's advancement.
In his New Year's address, Chairman Kim presented "Jesimhapryeok" as the 2026 New Year's theme. He stated, "When we unite our hearts and strengthen our respective positions, policies become foundations and lead to city transformation through implementation. Cheongju can leap forward another step when citizens, administration, and the council each fulfill their roles."
Regarding the direction Cheongju should take, Chairman Kim said, "A city where culture and tourism become its face, high-tech industry becomes its future livelihood, and the people's economy firmly supports citizens' daily lives." He emphasized, "When urban space innovation and a tight-knit safety and care network are added, Cheongju becomes not just 'a city where people live' but 'a city where people want to live.'"
He pledged, "We will preemptively reorganize ordinances and systems so that policies reach citizens' lives in time. We will closely examine budgets based on policy effectiveness and citizens' actual experience rather than execution speed, support good administration, and ask tough questions of hesitant administration."
