서산시, 2025년 생활보장위원회 출범…취약계층 복지 강화 나선다
위원 13명 구성, 93가구 계속 보호·25가구 긴급복지 연장 결정
충남 서산시가 2025년 생활보장위원회를 공식 출범하고 취약계층 지원에 본격 나섰다.
서산시는 24일 시청 중회의실에서 이완섭 시장을 비롯한 위원 10여 명이 참석한 가운데 2025년 생활보장위원회 위촉식 및 회의를 개최했다.
서산시 생활보장위원회는 위원장인 시장을 포함해 당연직 6명과 위촉직 7명 등 총 13명으로 구성된다. 이완섭 시장은 이날 위촉직 위원 7명에게 위촉장을 전달했으며, 위촉직 위원들은 2027년 12월까지 2년간 활동한다.
위원회는 생활보장사업 기본 방향 및 시행계획 수립, 실제 생계유지가 어려운 가구에 대한 보호 사항 등을 심의·의결하는 역할을 맡는다.
이날 회의에서 위원회는 부양의무자의 부양 거부·기피 가구, 사실상 이혼 가구 등 93가구와 소득 환산 제외 재산 확인 대상 2가구에 대해 계속 보호하기로 결정했다. 아울러 위기 상황에 놓인 25가구에 대한 긴급복지지원 추가 연장과 기준 초과자에 대한 적정성 심사도 의결했다.
이완섭 시장은 "어려운 시기를 보내고 있는 취약계층을 위해 각종 복지사업을 적정하고 내실 있게 운영할 계획"이라며 "취약계층의 안정적인 생활을 위한 위원분들의 많은 활동을 부탁드린다"고 말했다.
서산시는 현재 저소득가구 4,682세대에 맞춤형 급여를 지원하고 있으며, 부양의무자의 부양 거부·기피로 실질적인 도움을 받지 못하는 가구를 발굴·지원해 복지사각지대 해소에 행정력을 집중할 방침이다.

Seosan Launches 2025 Livelihood Security Committee to Strengthen Welfare for Vulnerable Groups
13-member committee approves continued support for 93 households, emergency welfare extension for 25 families
Seosan City in South Chungcheong Province officially launched its 2025 Livelihood Security Committee and began full-scale support for vulnerable populations.
The city held the committee's inauguration ceremony and meeting at the city hall conference room on December 24, with Mayor Lee Wan-seop and about 10 committee members in attendance.
The Seosan Livelihood Security Committee consists of 13 members, including the mayor as chairperson, with six ex-officio members and seven appointed members. Mayor Lee presented letters of appointment to the seven appointed members, who will serve two-year terms through December 2027.
The committee deliberates and decides on the basic direction and implementation plans for livelihood security programs, as well as protection measures for households experiencing genuine hardship.
During the meeting, the committee decided to continue protection for 93 households, including those whose legal guardians refuse or avoid support obligations and those in de facto divorce situations, along with two households requiring property verification for income calculation exemptions. The committee also approved extended emergency welfare support for 25 households in crisis and reviewed eligibility for recipients exceeding standard thresholds.
Mayor Lee stated, "We plan to operate various welfare programs appropriately and substantively for vulnerable groups going through difficult times," adding, "We ask for the active participation of committee members to ensure stable lives for vulnerable populations."
Seosan City currently provides customized benefits to 4,682 low-income households and plans to concentrate administrative efforts on eliminating welfare blind spots by identifying and supporting households that cannot receive practical help due to guardians' refusal or avoidance of support obligations.
