◆ 해경, AI 기반 '딥 블루 아이' 개발…사고 선제 감지

바다에서 위급 상황이 발생하기 전 인공지능(AI)이 위험 징후를 먼저 포착하고 드론이 현장으로 날아가 경고 방송을 하는 시대가 열린다. 장인식 해양경찰청장 직무대행(차장)은 24일 인천 연수구 해양경찰청 중회의실에서 기자단 정책간담회를 열고 "첨단 기술을 활용해 사고를 더 빨리 인지하고 대응력을 고도화하는 '스마트한 해양안전망' 구축을 본격화한다"고 밝혔다.

해경은 과학기술정보통신부 '인공지능(AI) 민생 10대 프로젝트'로 선정된 항공 채증영상 분석 AI '딥 블루 아이(Deep Blue Eye)'를 개발한다. 기존에는 사람이 채증 영상을 일일이 확인해 위험요소를 파악했으나 이제는 항공기에 탑재된 AI가 선박 종류를 분류해 불법 여부를 판독한다. 해상 조난자도 신속하게 발견해 경보를 제공한다. 안개나 비로 흐릿한 영상도 선명하게 복원해 요구조자의 허우적거림 등 세밀한 행동 패턴까지 읽어내 구조 골든타임을 확보할 전망이다.

◆ 전국 77개 연안 파출소에 드론 배치…'하늘 위 파수꾼' 역할

연안 안전 관리의 사각지대는 드론이 메운다. 해경은 내년부터 5년간 전국 77개 연안 파출소에 열화상 카메라와 스피커가 탑재된 드론을 순차 배치한다. 이 드론은 야간에 갯벌 해루질객 등의 위치를 정확히 파악해 고립 등 사고 위험이 감지될 경우 즉시 경고 방송을 실시한다. 구조대가 도착하기 전 국민 스스로 위험을 인지하고 대피할 수 있도록 돕는 '하늘 위의 안전 파수꾼' 역할을 수행한다.

바다의 교통관제(VTS) 체계도 더욱 촘촘해진다. 내년에는 동해·포항 광역 VTS 운영을 시작하고 새만금·부산 기장·거제 등 주요 해역에도 관제 시설을 확충해 관제 사각지대를 줄인다.

◆ 제주해양특수구조대 신설…연안안전지킴이 활동시간 확대

현장 구조 여건도 대폭 개선된다. 이동 중 잠수복 착용이 가능한 구조 승합차를 도입해 현장 도착 즉시 구조에 투입될 수 있는 체계를 갖춘다. 특히 제주 해역의 대형·복합 사고에 대비해 내년 3월 제주해양특수구조대를 신설하고 광범위한 관할 해역에 대한 신속 대응력을 확보할 방침이다.

해경은 기술 도입과 더불어 국민과 함께하는 안전망 구축에도 공을 들인다. 연안 위험 구역 97곳에 배치된 연안안전지킴이 194명의 활동 시간을 월 51시간에서 80시간으로 대폭 늘려 촘촘한 밀착 순찰을 이어간다. 또 사회관계망서비스(SNS) 숏폼 챌린지나 찾아가는 연안안전교실 등 국민 눈높이에 맞춘 콘텐츠를 통해 안전 문화를 확산시켜 나갈 계획이다.

장인식 청장 직무대행은 "이번 정책의 핵심은 인프라 혁신을 통해 현장에서 단 1초라도 빨리 구조하는 것이 목표"라며 "AI와 드론 등 첨단 기술이 국민의 일상을 지키는 든든한 방패가 될 수 있도록 현장 중심의 정책을 지속 추진하겠다"고 강조했다.

Acting Korea Coast Guard Commissioner Jang In-sik (Deputy Commissioner) held a press policy briefing at the Coast Guard headquarters conference room in Yeonsu-gu, Incheon on December 24 and announced that "we will fully launch the construction of a 'smart maritime safety network' that uses advanced technology to recognize accidents faster and enhance response capabilities."

The Coast Guard is developing 'Deep Blue Eye,' an AI for analyzing aerial surveillance footage, selected as one of the Ministry of Science and ICT's 'Top 10 AI Projects for Public Welfare.' Previously, personnel manually reviewed surveillance footage to identify risk factors, but now AI mounted on aircraft classifies vessel types and determines illegality. It also rapidly detects maritime distress victims and provides alerts. The system is expected to restore blurry footage caused by fog or rain to clarity, reading detailed behavioral patterns such as struggling movements of rescue subjects to secure the golden time for rescue.

◆ Drones Deployed to 77 Coastal Stations Nationwide…'Guardians in the Sky'

Drones will fill the blind spots in coastal safety management. The Coast Guard will sequentially deploy drones equipped with thermal imaging cameras and speakers to 77 coastal substations nationwide over five years starting next year. These drones accurately locate tidal flat foragers at night and immediately broadcast warnings when accident risks such as isolation are detected. They serve as 'guardians in the sky' helping citizens recognize danger and evacuate before rescue teams arrive.

Maritime traffic control (VTS) systems will also become more comprehensive. Next year, wide-area VTS operations will begin in Donghae and Pohang, and control facilities will be expanded in major waters including Saemangeum, Busan Gijang, and Geoje to reduce control blind spots.

◆ Jeju Maritime Special Rescue Team Established…Coastal Safety Guardian Hours Expanded

On-site rescue conditions will also significantly improve. Rescue vans that allow wetsuit wearing during transit will be introduced to enable immediate rescue deployment upon arrival. Particularly, the Jeju Maritime Special Rescue Team will be established in March next year to prepare for large-scale and complex accidents in Jeju waters, securing rapid response capability across the extensive jurisdictional waters.

The Coast Guard is also focusing on building a safety network together with citizens alongside technology introduction. The activity hours of 194 coastal safety guardians deployed at 97 coastal danger zones will be significantly increased from 51 hours to 80 hours per month to continue close patrols. The agency also plans to spread safety culture through citizen-friendly content such as social media short-form challenges and visiting coastal safety classes.

Acting Commissioner Jang In-sik emphasized that "the core of this policy is the goal of rescuing even one second faster on-site through infrastructure innovation" and "we will continue to pursue field-centered policies so that advanced technologies like AI and drones can become a reliable shield protecting citizens' daily lives."
