부여군과 기후에너지환경부, 농림축산식품부, 해양수산부가 12월 15일 국립부여박물관에서 '2025 국가하구 생태복원 국정과제 이행 심포지엄'을 개최했다.

이재태 전라남도의회 의원(전국회의 상임의장)의 환영사로 시작된 심포지엄에는 우원식 국회의장, 신정훈 국회행정안전위원장, 안호영 국회 기후에너지환경노동위원장, 박수현·황명선 국회의원, 김성환 기후에너지환경부 장관이 축사를 했다.

박정현 부여군수(전국회의 상임의장)는 기조연설에서 "흐르지 못하는 강 하구는 토사 퇴적으로 항구 기능을 상실하고, 하굿둑은 메탄가스 저장 창고로 전락했다"고 지적했다. 그는 "국가하구 생태복원은 생태계 회복을 넘어 기후 위기와 지역 소멸에 대응하는 대한민국의 사회적 안전망이 될 것"이라며 국정과제 차질 없는 이행을 강조했다.

우원식 국회의장은 "국정과제로 채택되었다고 해서 모든 문제가 해결된 것은 아니다"라며 "용수 이용을 둘러싼 부처와 지자체 간의 이견을 해소하는 지혜가 필요하다"고 말했다. 또한 "오늘 도출된 과학적 대안들이 국회 논의로 이어져 '하구복원특별법' 제정이라는 제도적 결실을 얻을 수 있도록 최선을 다하겠다"고 약속했다.

신정훈 위원장, 안호영 위원장, 박수현·황명선 의원은 공동으로 "국가하구 생태복원은 농어촌 소멸을 예방하고 국가 균형성장을 이루어낼 수 있는 신성장 동력"이라고 밝히고 "과학적 근거와 법적 제도적 기반을 마련하는데 국회에서도 최선을 다하겠다"고 했다.

심포지엄은 세 개의 세션으로 진행됐다.

제1세션에서는 박병우 한국수자원공사 부산권지사 하구통합운영부장과 공상현 충남도 물관리정책과장이 낙동강 및 금강하구의 현황과 국정과제 이행 방안을 발표했다.

제2세션에서는 이창희 명지대 교수가 네덜란드 하링블리트 하구 복원 사례를 발표했고, 김동언 서울환경운동연합 정책국장은 한강 신곡수중보를 중심으로 한강 하구 생태복원 방안을 제시했다. 김충기 한국환경연구원 하구해양환경연구단장은 통합적 하구 관리를 위한 특별법 제정의 필요성과 추진 전략을 발제했다.

제3세션에서는 임호정 기후에너지환경부 수질수생태과 사무관이 '국가하구 생태복원 정책 로드맵'을 발표했다. 손용식 지오시스템리서치 부사장은 '영산강·금강 하구 생태복원 영향 예측 통합모델링'을, 정회수 한국해양과학기술원 책임연구원은 '영산강·금강 하구의 퇴적 현황 및 과제'를 발표했다.

허재영 초대 국가물관리위원회 위원장이 좌장을 맡은 종합 토론에서 학계, 정부, 시민사회 전문가들이 농업용수 공급 우려 해소 방안과 구체적인 복원 시나리오에 대해 논의했다.

참석자들은 행사 마지막 순서에서 '2025 국가하구 생태복원 공동선언'을 채택했다. 선언문은 "마이크로시스틴 등 녹조 독성에 오염된 농산물이 국민 건강권과 미래세대 식탁을 위협한다"고 지적하며 2026년 상반기 내 '하구복원 특별법' 제정을 촉구했다.

국가하구생태복원전국회의는 2019년 민선 7기 강인규 전 나주시장 당시 영산강과 금강 '국가하구 생태복원 국정과제 채택'을 목표로 출범했다. 이날 심포지엄을 끝으로 6년여의 활동을 마치고 공식 해산했다.

Symposium Held December 15 at Buyeo Museum…Joint Declaration Adopted and National Council Officially Dissolved

Buyeo County, the Ministry of Climate Energy and Environment, the Ministry of Agriculture, Food and Rural Affairs, and the Ministry of Oceans and Fisheries jointly held the "2025 National Estuary Ecological Restoration State Project Implementation Symposium" at the National Buyeo Museum on December 15.

The symposium began with welcoming remarks from Lee Jae-tae, Jeollanam-do Provincial Council member and standing chairperson of the National Estuary Ecological Restoration Council. Videotaped remarks were delivered by National Assembly Speaker Woo Won-shik, Chairman of the Administration and Safety Committee Shin Jeong-hun, Chairman of the Climate Energy Environment and Labor Committee Ahn Ho-young, National Assembly members Park Su-hyeon and Hwang Myeong-sun, and Minister of Climate Energy and Environment Kim Sung-hwan.

Park Jeong-hyeon, Buyeo County Mayor and standing chairperson of the National Council, noted in his keynote address that "river estuaries unable to flow lose port functionality due to sediment accumulation and weirs become methane gas storage facilities." He emphasized that "national estuary ecological restoration will become South Korea's social safety net to address climate crisis and regional depopulation beyond ecosystem recovery."

Speaker Woo Won-shik stated, "Simply adopting a state project does not resolve all problems." He added, "Wisdom is needed to resolve disagreements between ministries and local governments regarding water use." He pledged that "the scientific alternatives produced today will lead to parliamentary discussions and we will do our best to achieve institutional results through the enactment of the 'Special Estuary Restoration Act.'"

Chairman Shin Jeong-hun, Chairman Ahn Ho-young, and Assembly members Park Su-hyeon and Hwang Myeong-sun jointly declared that "national estuary ecological restoration is a new growth driver capable of preventing rural extinction and achieving national balanced growth." They stated, "The National Assembly will do its best to establish scientific and legal institutional foundations."

The symposium proceeded in three sessions.

In the first session, Park Byeong-woo, director of the Estuary Integrated Management Department at Korea Water Resources Corporation Busan Regional Office, and Kong Sang-hyeon, director of Chungcheongnam-do's Water Management Policy Division, presented the current status of the Nakdong and Geum estuaries and implementation plans for the state project.

In the second session, Professor Lee Chang-hee of Myongji University presented the case of the Haringvliet estuary restoration in the Netherlands. Kim Dong-eon, policy director of the Seoul Environmental Movement Federation, presented concrete plans for Han River estuary ecological restoration centered on the Singok Underwater Weir. Kim Chung-gi, head of the Estuary and Marine Environment Research Division at the Korea Environment Institute, presented the necessity and promotion strategy for special legislation for integrated estuary management.

In the third session, Lim Ho-jeong, official of the Water Quality and Aquatic Ecosystem Division at the Ministry of Climate Energy and Environment, presented the "National Estuary Ecological Restoration Policy Roadmap." Sohn Yong-sik, vice president of GeoSystem Research, presented "Integrated Modeling for Predicting Ecological Restoration Impacts in the Yeongsan and Geum Estuaries." Jeong Hoe-su, principal researcher at the Korea Institute of Marine Science and Technology, presented "Sedimentation Status and Tasks in the Yeongsan and Geum Estuaries."

At the comprehensive discussion chaired by Heo Jae-young, former chairperson of the National Water Management Committee, academics, government officials, and civil society experts discussed measures to address agricultural water supply concerns and specific restoration scenarios.

Participants adopted the "2025 National Estuary Ecological Restoration Joint Declaration" at the closing of the event. The declaration noted that "agricultural products contaminated with cyanotoxins including microcystin threaten public health rights and future generations' tables" and urged the enactment of the "Estuary Restoration Special Act" by the first half of 2026.

The National Estuary Ecological Restoration Council was established in 2019 during the seventh civilian term under former Naju Mayor Kang In-kyu with the goal of adopting the national Yeongsan and Geum "National Estuary Ecological Restoration State Project." Following this symposium, the council completed over six years of activities and officially dissolved.
