옥천군 2026년 농어촌 기본소득 시범 사업 선정 결정으로 기존 전입장려지원 사업 중단 결정했다.

기존 전입장려지원 사업 규모는 상당했다. 1,834명에게 총 3억 6천만 원 지원했다. 연간 예산 약 5억 원 투입 현황이다.
전입장려지원 사업 일시 중단 일정 결정했다. 2025년 12월 17일 전입자부터 적용된다. 다만 2025년 12월 16일까지 전입한 군민에게는 종전 기준 적용해 모든 지원 정상 제공된다.
유사 목적 지원 중복 우려가 중단 배경이다. 2026년부터 농어촌 기본소득 본격 지급되면 기존 전입 지원과 중복될 우려 반영했다.
새로 추진되는 농어촌 기본소득 시범사업 규모 공개했다. 옥천군민에게 월 15만원 지급 계획이다. 2년간 추진될 예정이다.
황규철 옥천군수 입장 표명했다. "옥천군 미래를 위한 농어촌 기본소득이라는 대규모 지원 사업 선정됨으로써 전입장려지원 사업 일시 중단하지만 군민 체감 혜택 오히려 크게 확대될 것"이라고 했다. 이어 "예산 효율적으로 사용해 군민 복지 향상과 지역 경제 활성화 동시 실현하겠다"고 덧붙였다.
군 향후 조례 개정과 예산 확보 등 제도적 기반 마련에 총력 기울일 예정이다.

Okcheon County decided to suspend its existing relocation incentive support program following its selection for the rural basic income pilot project in 2026.
The policy change addresses population decline in Okcheon County. The county established a task force on December 15 to implement the rural basic income pilot project. The county currently operates various relocation support measures including relocation celebration payments, bonuses for students transferring from universities within the county, transportation fee assistance, bulk waste bag discounts, and cultural facility admission discounts.
The existing relocation incentive program achieved significant scale. The program provided support totaling 360 million won to 1,834 residents. Annual budget allocation reached approximately 500 million won.
The county confirmed the implementation timeline for suspending the relocation incentive program. The suspension applies to residents relocating from December 17, 2025 onwards. However, residents who relocated by December 16, 2025 will receive all support under previous standards.
Concerns about overlapping support with similar objectives prompted the suspension. The county reflected concerns that if rural basic income distribution begins in earnest in 2026, existing relocation support would duplicate that program.
The scale of the newly implemented rural basic income pilot project was disclosed. The county plans to provide 150,000 won monthly to Okcheon County residents. The project will run for two years.
County Governor Hwang Gyul-chol stated his position. "While the county suspends the relocation incentive support program due to selection for a large-scale rural basic income project for Okcheon County's future, residents will actually experience substantially expanded benefits," he said. He added, "The county will efficiently use its budget to simultaneously achieve improvements in residents' welfare and vitalization of the regional economy."
The county plans to focus all efforts on establishing institutional foundations including amendment of ordinances and budget procurement.
