충남 청양군이 정부의 '농어촌 기본소득 시범사업' 대상지로 선정됐으나 도비 분담률 갈등으로 좌초 위기를 겪었다. 김태흠 충남지사가 15일 도비 30% 부담을 결정하면서 사업 추진이 가능해졌다.

충남도에 따르면 청양군은 지난 10월 농림축산식품부의 농어촌 기본소득 시범사업 대상으로 최종 선정됐다.

충북 옥천군과 함께 충청권에서 유이하게 선정됐다.

당초 사업 계획은 정부가 사업비의 40%, 도가 30%를 지원하는 형태였다. 충남도는 반대 의사를 표명하며 10%만 부담하겠다고 밝혔다. 국회가 '도 지원 비율이 30%가 되지 않으면 국비 배정을 보류하겠다'는 부대 의견을 달면서 사업 추진에 제동이 걸렸다.

이정우 충남도의원(더불어민주당·청양)은 15일 제362회 정례회 5분 발언에서 김태흠 지사를 설득했다. 이 의원은 "청양은 인구수 3만이 붕괴됐고 20~39세 청년 비율은 10%대, 65세 이상 고령 비율은 40%대"라며 "농어촌 기본소득 시범사업 선정은 이러한 위기를 정면 돌파하기 위한 녹색 신호"라고 강조했다.

이 의원은 "청양군의 노력만으로는 사업 추진이 어렵다"며 "30%의 도비 지원을 약속해 달라"고 호소했다.

김태흠 지사는 같은 날 오후 1시 30분께 보도자료를 통해 도비 30% 부담을 결정했다고 발표했다. 김 지사는 "청양군민의 기대를 저버릴 수 없어 이번에만 도비 지원을 결정하고 내년 추경에 도의회와 협의해 예산을 반영하겠다"고 밝혔다.

김 지사는 "농어촌 기본소득은 보편적 현금성 사업으로 포퓰리즘 정책"이라며 "이 정책에 대해 원칙적으로 반대한다는 입장에 변함이 없다"고 강조했다. 또한 "도비 30% 부담을 강제하는 것은 지방의 재정자율권을 침해하므로 적절치 않은 방식"이라고 비판했다.

Cheongyang-gun in South Chungcheong Province was selected for the government's "Rural Basic Income Pilot Project" but faced a crisis over provincial funding share disputes. Governor Kim Tae-heum decided to cover 30% of provincial funding on December 15, enabling the project to proceed.

According to South Chungcheong Province, Cheongyang-gun was finally selected for the Ministry of Agriculture, Food and Rural Affairs' rural basic income pilot project in October. It was one of only two areas selected in the Chungcheong region, along with Okcheon-gun in North Chungcheong Province.

The original project plan called for the central government to cover 40% of project costs and the province to cover 30%. South Chungcheong Province expressed opposition and stated it would only cover 10%. The National Assembly added a supplementary opinion stating it would withhold national budget allocation if the provincial support ratio did not reach 30%, putting the brakes on the project.

Provincial Council Member Lee Jeong-woo (Democratic Party of Korea, Cheongyang) persuaded Governor Kim during a 5-minute speech at the 362nd regular session on December 15. Lee emphasized, "Cheongyang's population has fallen below 30,000, with the 20-39 age group at around 10% and those 65 and older at around 40%," adding that "the selection for the rural basic income pilot project is a green light to break through this crisis head-on."

Lee appealed, "The project cannot proceed with Cheongyang-gun's efforts alone. Please promise 30% provincial funding support."

Governor Kim announced his decision to cover 30% of provincial funding through a press release at around 1:30 p.m. the same day. Governor Kim stated, "I cannot disappoint the expectations of Cheongyang residents, so I have decided to provide provincial support just this once and will reflect the budget in next year's supplementary budget in consultation with the provincial council."

Governor Kim emphasized, "Rural basic income is a universal cash benefit program and a populist policy. My position of opposing this policy in principle remains unchanged." He also criticized, "Forcing a 30% provincial burden infringes on local fiscal autonomy and is an inappropriate method."
