국민의힘 서승우(57) 전 충북도 행정부지사가 15일 청주시장 출마를 공식 선언했다.

서 전 부지사는 이날 오전 청주시청 브리핑실에서 기자회견을 열었다. '빛나는 청주시민, 다시 뛰는 더 큰 청주'를 슬로건으로 내걸었다. 인공지능(AI) 기반 스마트시티 전환을 핵심 공약으로 제시했다.

서 전 부지사는 6대 비전을 발표했다. △청주·세종·증평 100만 광역생활권 조성 △충청메가시티 거점 도시 도약 △AI 스마트시티 구축 △교통·물류 국제 허브 도시 조성 △미호강·무심천 수변 감성 도시 조성 △AI 행정도시 구현이다.

서 전 부지사는 현 시정을 비판했다. "청주·청원 통합 효과가 나타나지 못하고 있다"며 "시외버스터미널 매각 논란, 꿀잼도시 사업 난항으로 시민 불신이 누적됐다"고 지적했다.

서 전 부지사는 "과거 방식에 머무르면 경쟁력을 잃는다"며 "행정 경험으로 실력을 증명하겠다"고 강조했다.

서 전 부지사는 옛 청원군 북이면 출신이다. 북이초·내수중·세광고·서울대 외교학과를 졸업했다. 1993년 제37회 행정고시에 합격했다. 충북도 행정부지사, 행정안전부 지방행정정책관, 대통령 비서실 자치행정비서관을 역임했다. 지난해 4·10 총선 청주 상당 출마에서 더불어민주당 이강일 의원에게 패배했다. 현재 국민의힘 청주 상당구 당협위원장이다.

서 전 부지사는 이범석 시장에게 도전하는 첫 여권 주자다.

Seo Seung-woo (57), former administrative vice governor of North Chungcheong Province and People Power Party member, officially declared his candidacy for Cheongju Mayor on December 15.

Seo held a press conference at Cheongju City Hall briefing room that morning. He unveiled his slogan: "Shining Cheongju Citizens, A Greater Cheongju Running Again." He presented AI-based smart city transformation as his core pledge.

Seo announced six major visions: creating a one-million metropolitan zone integrating Cheongju, Sejong, and Jeungpyeong; establishing Cheongju as Chungcheong Megacity hub; building AI smart city; developing international transportation-logistics hub; creating waterfront city along Miho River and Musimcheon Stream; implementing AI administration.

Seo criticized current city administration. He stated, "The Cheongju-Cheongwon merger effects have not materialized." He pointed out, "Public distrust accumulated due to bus terminal sale controversy and Fun City project difficulties."

Seo emphasized, "Cities stuck in old ways lose competitiveness." He added, "I will prove myself through administrative experience."

Seo was born in Bugi-myeon, former Cheongwon-gun. He graduated from Bugi Elementary, Naesu Middle, Sekwang High, and Seoul National University diplomacy department. He passed the 37th Higher Civil Service Examination in 1993. He served as Chungbuk administrative vice governor, Ministry of Interior local administration director, and presidential secretary for local administration. He lost to Democratic Party lawmaker Lee Gang-il in Cheongju Sangdang during the April 10, 2024 general election. He currently chairs PPP Cheongju Sangdang-gu district committee.

Seo is the first ruling party candidate challenging incumbent Mayor Lee Beom-seok.
