가세로 태안군수가 지난 12일 군청 브리핑실에서 기자회견을 열고 의회를 정면 비판했다.

태안군의회는 11일 마무리된 제316회 제2차 정례회 2026년도 본예산 심의에서 설날장사씨름대회 개최 지원비와 홍보비 4억7050만원을 전액 삭감했다. 대회는 내년 2월 태안 개최 예정이었다.

군립합창단 운영예산 5560만원도 전액 깎았다. 단원 연수비 찾아가는 음악회 정기연주회 공연수당 등이 모두 사라졌다. 올해 예산 삭감으로 발행이 중단됐던 태안소식지 예산도 3개월분만 남기고 삭감했다.

가 군수는 "정치 논리 등 이해하기 어려운 이유로 대안 없이 예산을 삭감했다"며 "군의 신뢰와 군정 발전을 저해하는 행위"라고 지적했다.

태안군청씨름단은 그동안 우수한 성적으로 군민 자부심을 높여왔다. 전국 씨름 부흥에도 기여하며 대회 유치까지 이어냈다. 태안군은 2024년 이후 3년 연속 설날장사씨름대회를 유치했다.

타 지자체의 내년도 예산이 이미 확정돼 개최지 이전은 사실상 불가능하다.

가 군수는 "내년 설날장사씨름대회는 취소될 수밖에 없다"며 "대한씨름협회 KBS 더 나아가 국민과의 약속을 저버리는 것"이라고 밝혔다. 34년간 매년 설에 열린 씨름대회다.

가 군수는 "예산을 삭감해야 하는 납득할 만한 사유를 군민 앞에 밝히라"고 요구했다.

군립합창단 예산 삭감에 대해서는 "군민합창단의 존재 목적은 흥행성이 아니라 군민 정서 함양과 지방예술문화 창달"이라며 "문화와 예술은 경제적 효율성으로 재단해서는 안 된다"고 말했다.

가 군수는 "군의회의 감시 아래 놓인 태안소식지라면 관련 예산을 한 푼도 집행하지 않겠다"며 "설날장사씨름대회 취소 군립합창단 운영 중단 태안소식지 발행 중지에 대한 책임은 대안 없이 삭감한 태안군의회에 있다"고 밝혔다.

Taean County Council completely cut 470.5 million won in hosting support and promotion costs for the Lunar New Year Ssireum Tournament during the 2026 main budget deliberation at the 316th 2nd regular session concluded on the 11th. The tournament was scheduled for Taean in February next year.

The council also cut the entire 55.6 million won operating budget for the county choir. Training expenses for members, outreach concerts, regular concerts, and performance allowances all disappeared. The Taean newsletter budget, which had stopped publication due to this year's budget cuts, was also slashed leaving only three months of funding.

Governor Ga pointed out, "The budget was cut without alternatives for reasons difficult to understand such as political logic," adding, "This is an act that undermines the county's trust and administrative development."

The Taean County Ssireum Team has raised residents' pride through excellent performance. It contributed to the revival of ssireum nationwide and led to hosting the tournament. Taean County has hosted the Lunar New Year Ssireum Tournament for three consecutive years since 2024.

Other local governments have already finalized next year's budgets making venue relocation virtually impossible.

Governor Ga stated, "Next year's Lunar New Year Ssireum Tournament will inevitably be cancelled," adding, "This breaks promises with the Korea Ssireum Association, KBS, and furthermore the public." The ssireum tournament has been held every Lunar New Year for 34 years.

Governor Ga demanded, "Explain to residents the justifiable reasons for cutting the budget."

Regarding the county choir budget cuts, he said, "The purpose of the county choir is not commercial success but cultivating residents' sentiment and promoting local arts and culture," adding, "Culture and art should not be judged by economic efficiency."

Governor Ga stated, "If the Taean newsletter is under council surveillance, we will not execute a single won of related budget," adding, "Responsibility for the Lunar New Year Ssireum Tournament cancellation, county choir operation suspension, and Taean newsletter publication halt lies with Taean County Council which cut budgets without alternatives."
