충남도 농업기술원은 12월 31일까지 영농부산물 집중 파쇄를 지원한다. 총 예산 14억 7000만원을 투입해 15개 시군 농업기술센터 중심의 '찾아가는 마을순회 영농부산물 파쇄지원단'을 운영한다. 겨울철 건조한 기상과 강풍으로 산불 위험이 높아지면서 산불의 주요 원인으로 지목되는 영농부산물을 선제적으로 제거하기 위한 조치다.
◆ 고령농·취약계층 우선 지원, 산불 취약지역 집중 관리
파쇄지원단은 고령농과 취약계층 등 자체 처리가 어려운 농가를 우선 지원한다. 산림과 100m 이내 농경지를 '산불 취약지역'으로 지정해 파쇄 인력과 장비를 먼저 배치한다. 깻대·고춧대·과수 전정 가지 등 주요 잔재물을 집중 처리한다. 파쇄된 부산물은 토양 환원 및 퇴비화로 활용해 농경지 영양 개선을 도모한다. 병해충 감염 우려 잔재물은 별도 수거 후 소각 처리해 병해충 확산을 차단한다.
◆ 안전교육 의무화, 불법 소각 차단
파쇄지원단 작업자 전원은 산재보험 가입과 농기계 안전교육(8시간)을 필수로 이수한다. 도 농기원은 산림부서·읍면동과 협업을 강화해 수거·파쇄를 집중 독려하고 불법 소각 방지 캠페인을 병행한다. 김정태 기술보급과 재해대응팀장은 "논·밭두렁 태우기와 영농부산물 소각은 산불 발생·확산, 미세먼지 증가 등 부작용이 훨씬 크다"며 "농업인은 개별 소각을 자제하고 파쇄 지원을 적극 활용해 안전한 농촌 환경 조성에 동참해달라"고 말했다.

Major crop residue including sesame stalks, red pepper stalks, and fruit tree pruning branches undergoes concentrated processing. Crushed byproducts are directed toward soil restoration and composting to improve farmland nutrition. Byproducts with disease and pest infection risks undergo separate collection and incineration to block pest spread.
◆ Mandatory Safety Training, Illegal Burning Prevention
All crushing support unit workers must complete mandatory workers' compensation insurance enrollment and agricultural machinery safety training (8 hours). The provincial agricultural institute strengthens cooperation with forestry departments and township offices, intensively encouraging collection and crushing while implementing illegal burning prevention campaigns. Kim Jeong-tae, head of technology dissemination and disaster response, states: "Field burning and agricultural byproduct incineration carry far greater side effects including wildfire occurrence and spread, and increased fine dust, compared to pest control benefits." He adds: "Farmers should refrain from individual burning and actively utilize crushing support to participate in creating safe rural environments."
